President Lai urges cross-party cooperation in New Year’s Address

On Thursday, President Lai Ching-te delivered his 2026 New Year’s Address, titled “Island of Resilience—Light of Hope.” This year, he emphasized the importance of national unity, especially considering that China’s 2027 invasion preparedness timeline is only a year away, making defense preparedness all the more crucial in 2026. He also said, again, that he’d be willing to deliver a state of the national address to the Legislative Yuan.

In the face of China’s rising expansionary ambitions, the international community is paying attention to whether the Taiwanese people possess the resolve for self-defense. As president, my position has always been clear: to staunchly defend national sovereignty, strengthen national defense, and enhance whole-of-society defense and resilience. Facing China’s alarming military ambitions, Taiwan has no time to wait and certainly no time to consume ourselves with internal strife. And so I hope the ruling and opposition parties can work together to swiftly pass this crucial national defense budget.
China is believed tobe preparing to be able to win a fight for Taiwan by 2027, making 2026 a crucial year in defense buildup, a point he reiterated when taking questions from the press.

For Taiwan, the most important thing is exactly as Sun Tzu’s “The Art of War” describes: rely not on the likelihood of the enemy’s not coming, but on our own readiness to receive him. We must prepare for the worst, and make the best preparations. Therefore, the year ahead, 2026, is key for Taiwan. So long as China faces the reality that is the existence of the ROC, and come forth in parity and dignity, we’re very willing to conduct exchanges and co-operations with China.
Again, the president emphasized the preconditions for cross-strait exchanges: parity and dignity. Meanwhile, he also called for an end to internal strife.

I would like to thank the Constitutional Court for its professionalism and moral courage in making a decision to resume operations and ensure our citizens’ rights and interests. If the constitutional system is not upheld – if a single power expands without limitations – it is our people who suffer, and our nation that is forsaken.
He thanked the Constitutional Court for resuming operations, in order to protect citizens’ rights and interests. He again called on the opposition to cooperate, for the good of the nation.

The 2025 deadlocks ought not to persist into 2026. Projects that are crucial for the nation to endure and develop must no longer be stalled by obstruction. As president, I will take action to promote cooperation between the ruling and opposition parties. I also want to reiterate that, provided it is beneficial for resolving disputes and building consensus, I am willing to deliver a state of the nation address to the Legislative Yuan in accordance constitutional methods.
He expressed willingness to give a state of the nation address to the Legislative Yuan, if that helps put an end to the current legislative impasse, so that national security and development can be upheld.

總統賴清德發表元旦談話，主題為"韌性之島、希望之光"，談話內容除了聚焦過去一年政府推動政績外，也談及國防預算的重要，而面對中國擴張野心，總統也喊話台灣沒時間等待，更沒時間內耗；新的一年總統更向在野釋善意，提及2025僵局、不會延續到2026，他身為總統會積極行動、促成朝野合作。
總統賴清德發表新年元旦談話，今年以"韌性之島，希望之光"為主題，回顧政績外，也談到新年台灣面臨的外部挑戰。

“面對中國持續升高的擴張野心，國際都在關注台灣人有沒有自我防衛的決心。作為總統，我的態度一直都很清楚，就是堅定捍衛國家主權、強化國防及全社會防衛韌性。面對中國嚴峻的軍事野心，台灣沒有時間等待，更沒有時間內耗，期盼朝野攜手合作，順利讓重要的國防預算趕緊通過。”
台灣內外挑戰不斷，隨著多項智庫報告顯示，中國以2027前做好侵台準備，總統強調今年很關鍵。

“就台灣而言，最重要的事如孫子兵法所言，勿恃敵之不來，恃吾有以待之，我們必須做最壞打算，也做最好的準備，所以未來這一年 2026年，對台灣來講是非常關鍵的一年。只要中國正視中華民國存在的事實，還能夠對等尊嚴，我們很樂意跟中國交流合作。”
願在對等尊嚴下，與中國交流，總統話鋒一轉，再提日前遭藍白癱瘓的憲法法庭。

“我要感謝憲法法庭，秉持專業與道德勇氣，讓憲法法庭恢復運作 ，保障人民權益。
倘若憲政體制不被遵守，單一權力無限擴張，受苦的都是人民，被毀棄的則是國家。”
感謝憲法法庭守護人民權益，賴總統更感性回首，過去一年朝野依舊紛爭不斷，總統再釋善意，盼朝野能有合作空間。

“2025的僵局不會延續到2026，攸關國家的生存發展的建設，不會再因杯葛而停滯
身為總統我會積極行動，促成朝野合作。我也要重申，只要有助於化解對立、凝聚共識，合憲方式下，赴立法院進行國情報告。”
重申願赴立法院國情報告想法未變。新年台灣依舊面對艱難挑戰，國家安全沒妥協空間，國家發展更不能裹足不前。
