Mandatory quarantine for international travelers to be lifted as early as Oct. 13

Taiwan could end mandatory quarantines for international travelers as early as Oct. 13. That’s according to the latest plan from the government, under which regulations will be eased in two stages. In the first stage starting Sept. 29, PCR testing on arrival will be scrapped, and the cap on weekly arriving passengers raised to 60,000. If the circumstances permit, the second stage would see the end of quarantine and the lifting of Taiwan’s ban on international tour group travel.

In the first stage of easing border rules, Taiwan will raise its cap on weekly arrivals to 60,000 passengers starting Sept. 29. PCR tests will no longer be required upon arrival. Instead, travelers will be given rapid test kits. Taiwan is finally reopening to international travel with a gradual easing of border controls.

The cap on weekly arrivals will be raised to 60,000 travelers. The 3+4 quarantine model will stay in place, but arrivals can stay one to a room, instead of one to a residence. We’re doing away with saliva PCR testing upon arrival. Visa-exempt entry will resume for all countries eligible. We’re announcing these changes today, and they will be implemented one week from now, starting Sept. 29.

So the regulations are being eased so that travelers can monitor their health at home with rapid tests. They can carry out tests and monitor their condition themselves.

One week after the first easing of rules, the government will move to remove travel quarantines altogether, if the COVID situation permits. The quarantine system could end as early as Oct. 13.

In mid October, we can move on to the second stage of the reopening. That would increase the cap on weekly arrivals to 150,000 passengers. We’ll remove quarantines and adopt a 0+7 model. Visa-exempt entry will be available to all eligible countries, the ban on international group travel will be lifted, and so on.

After quarantines are removed, arrivals will still have to monitor their health for seven days. In contrast with the current four-day self-health management period, they will be allowed to go out for meals and take public transportation. A union of airline pilots says it hopes the government will also lift restrictions that force air crews to not leave their rooms while on assignment abroad.

Out of 365 days in a year, air crew spend almost 200 days under some sort of surveillance or restrictions abroad and in Taiwan. The government should loosen these rules for airline workers immediately and provide any relevant supporting measures.

The government is finally easing Taiwan’s border restrictions, bringing Taiwan closer to normalcy.

疫情爆發快三年,邊境是否要進一步開放?外界都相當關心,行政院今天公布邊境解封分階段性實施:第一階段,9/29除了入境將放寬到每周6萬人、入境PCR改為發放四劑快篩;第二階段,可望在10/13入境檢疫改為0+7,並同步取消禁團令。

9/29第一階段,每週入境開放6萬人,PCR改發快篩。邊境開放迎來曙光,行政院長蘇貞昌拍板,將階段性開放邊境管理。

“每週入境人數提高到6萬人次,3+4全程一人一室。取消機場唾液PCR,全面恢復免簽,於今天公告後,將於一個禮拜後,9月29號正式實施。”

“那這個部份把它降階到,所謂的自主的家用快篩的方式,來做自我的一個篩檢跟監測。”

觀察一週後,如果疫情仍在掌握中,將開放實施入境檢疫0+7,時間大約落在10月13號。

“從10月中旬我們就可以,走向第二階段的開放措施。這個措施是每週入境15萬人次,入境免居隔就是0加7,開放免簽證國家入境、觀光取消禁團令等等。”

除此之外,七天自主防疫也將同步調整,包括能外出用餐、搭乘大眾交通工具等。但機師工會也要爭取,機組員在外站停留期間,不能離開房間的禁令,一併解除。

“有機組員一年365天,有將近200天在國外跟台灣,不斷受到監禁跟管制,對於機組員外站的政策鬆綁,必須即刻執行,建立相關配套措施。”

從國門防疫到機組檢疫規定,指揮中心準備逐步鬆綁禁令,民眾也感到非常期待。
