US and Taiwan sign MOU to strengthen international development and humanitarian assistance

The U.S. and Taiwan are strengthening their ties in international development and humanitarian assistance. The American Institute in Taiwan and the Taipei Economic and Cultural Representative Office in the U.S. signed an MOU, where the two countries will jointly provide international humanitarian assistance to other countries, and conduct research together. FTV reporter Stephany Yang has the details.

The U.S.’ de facto embassy in Taiwan, and Taiwan’s de facto embassy in the U.S. have signed an MOU to strengthen their cooperation on international humanitarian assistance and international development.

Under the MOU, Taiwan and the U.S. have established a common basis by which the USAID and the Taiwan ICDF can work together to advance international developments, humanitarian assistance projects, and joint research initiatives. I firmly believe that with our combined efforts through this MOU, we will not only enhance our bilateral cooperation, but also contribute to the international community.

The U.S. Agency for International Development and the Taiwan International Cooperation and Development Fund will cooperate to enhance climate and disaster resilience in the Pacific Region. Taiwan ICDF will contribute up to US$600,000 to a U.S.-Taiwan partnership under USAID’s Pacific American Fund.

As the official development agency of Taiwan, the cooperation between the Taiwan ICDF and the USAID first kicked off after an inaugural Pacific Islands Dialogue between Taiwan and the U.S. in October 2019. We have since made much progress in our joint efforts for like-minded beneficially countries and citizens to build an open and prosperous indo-pacific region. The Taiwan ICDF and the USAID have established regular dialogues on climate, cyber security, and health. Which are the most vital topics for our collaboration.

This MOU is a testament to the continued expansion of both the breadth and depth of ties between the U.S. and Taiwan. Taiwan is a trusted friend and partner. We applaud Taiwan’s contributions to the international community. In times of distress or disaster, the U.S. has been fortunate to work with reliable partners including Taiwan to provide assistance and relief. Whether dealing with the impact of the global COVID pandemic or sharing its extensive experience in humanitarian assistance and disaster relief, Taiwan has shown time and again that it is willing and able to share its expertise and help those in need.

USAID and Taiwan ICDF will also provide support for small and medium-sized enterprises in Paraguay.

We are proud to work with Taiwan on development cooperation. This MOU will enable our experts to work together on projects and programs to build capacity and bolster economic resilience around the world. For example, USAID and ICDF will provide support for market access and product diversification for micro, small, and medium-sized businesses in Paraguay. Across the Pacific islands, the U.S. and Taiwan will award grants to enhance climate and disaster resilience through our joint Pacific American Fund.

Through the signing of the MOU, Taiwan and the U.S. hope to continue to work together and with other like-minded partners to provide international development and humanitarian assistance.

台美發展及人道援助合作瞭解備忘錄 提供國際人道主義援助

美國在台協會與駐美國台北經濟文化代表處在美國簽署「台美發展及人道援助合作瞭解備忘錄」,兩國將共同向其他國家提供國際人道主義援助及共同合作研究發展計畫。

美國在台協會與駐美國台北經濟文化代表處簽署了「台美發展及人道援助合作瞭解備忘錄」,意在加強國際人道主義援助和國際發展的合作。

"根據備忘錄,台灣和美國有了共同的基礎。美國國際開發署和台灣國發會可以以此基礎共同推進國際發展、人道主義援助項目,還可以一起合作研究計劃。我認為,透過台美發展及人道援助合作瞭解備忘錄,我們不僅能加強雙邊合作,也能為國際社會做出貢獻。"

另外相關合作協議的簽署,也包括美國國際開發總署及國合會共同努力,提升太平洋地區對氣候與災難的應變能力。國合會也將捐款美金60萬元給美國國際開發總署旗下的太平洋美國基金裡的台美夥伴計畫。

"作為台灣官方發展機構,台灣國際合作發展基金會與美國國際開發總署的合作從2019年10月的台美「太平洋對話」開始。自此之後,台美開啟了印太地區雙邊的合作關係。台灣國際合作發展基金會與美國國際開發總署在氣候、網路安全和健康議題,也有了雙邊對話的溝通機會。這些都是我們合作,最重要的議題。"

"這份備忘錄證明了美台關係的廣度和深度不斷擴大。台灣是值得信賴的朋友和夥伴。我們讚賞台灣對國際社會的貢獻。在危急或災難時期,美國有幸能和台灣這樣可靠的夥伴合作,提供援助和救濟。無論是應對全球新冠病毒疫情的影響,或是分享人道主義援助和救災方面的豐富經驗,台灣都一次次地證明,它願意並有能力分享其專業知識,幫助有需要的人。"

另外,台灣國際合作發展基金會與美國國際開發總署也將會提供巴拉圭的中小企業支持。

透過備忘錄及相關合作協議的簽署,台美雙方希望繼續攜手合作,並和其他有意加入人道救援的單位,共同提供人道協助。
