
The Nuclear Safety Commission is up and running. The new government agency was unveiled at a ceremony on Wednesday. It will be taking on the duties of the Atomic Energy Council, handling Taiwan’s nuclear decommissioning and nuclear waste management. The Atomic Energy Council was restructured into the NSC this May by the Legislative Yuan.
Earlier this year, the Legislative Yuan approved the downgrading of the Atomic Energy Council, from a second-level agency under the Executive Yuan to an independent, third-level unit. The new Nuclear Safety Commission was unveiled on Wednesday, with the premier and vice premier in attendance.

To ensure food safety after the Fukushima nuclear accident, the Atomic Energy Council and the Nuclear Research Institute undertook most of the border checks for radioactivity in food imports. Altogether they tested about 210,000 items to ensure the products were safe. In the future, the Nuclear Safety Commission must earn the trust of the general public when carrying out its operations.
In line with the government’s goal of going nuclear-free by 2025, the new commission will assume the responsibilities of the Atomic Energy Council, ensuring nuclear safety in Taiwan. It will also handle nuclear decommissioning and nuclear waste management. The Fuel Cycle and Materials Administration under the Atomic Energy Council has been incorporated into the new commission, while the Radiation Monitoring Center has been downgraded to a fourth-level agency. Amid the downgrades, there are concerns that the new units won’t have sufficient capabilities.

Our personnel, roles, and funding have not changed much. If there are any problems, we can ask the minister without portfolio to negotiate with the Executive Yuan. The spent fuel pools at the first and second nuclear power plants are approaching full capacity. We will continue to urge Taipower to coordinate a response with the local government.
Waste storage is nearing capacity, but New Taipei and Taipower are at loggerheads over whether to move the spent fuel rods to dry cask storage. The Nuclear Safety Commission says it will continue mediation, in hopes of reaching a solution that satisfies both parties.

原能會改制降級,從二級單位降為三級的核能安全委員會,經過立法院三讀通過後,在今天(9/27)正式舉行揭牌儀式,行政院院長陳建仁以及副院長鄭文燦都到場見證。核安會強調,日後將以獨立、專業與客觀角度,提升我國核安管制效能。
在立法院三讀通過後,直接隸屬於行政院下二級單位的原能會,降級改制為三級獨立機關核安會,行政院正副院長都出席一同見證。

“日本福島核電廠發生事故以後,原能會跟核原所,為了保障國人食安,擔負起大部分日本進口食品的放射性檢驗,總共檢驗了21萬件,嚴格為國人把關。未來核安會在做相關事情的時候,一定要贏得民眾的信任。”
因應政府2025非核家園的目標,核安會會承接原能會的權責,並確保輻安和核安,並以核電廠除役和處理核廢工作為主軸,將放射性物料管理局納入核安會,再將輻射偵測中心降為四級機關,但也讓人質疑,核安會的降級,是否造成量能不足。

“目前人員、員額跟經費,大概都沒有改變。如果還有甚麼問題,我們還可以請政委,行政院來做一個協調。核一、核二核廢料,燃料池已經接近滿貯,這部份我們還會持續督促台電公司,來跟地方政府協調。”
除此之外,核一、核二廢料核已經接近滿儲,但乾貯問題,新北和台電又陷僵局,核安會表示,會持續督處台電跟地方政府協調,希望化解兩方歧見。
