Philippine president congratulates Lai on election as ‘Taiwan’s next president’

In a rare move, Philippine President Ferdinand Marcos has congratulated Taiwan’s president-elect on his election. In a social media post on Monday, Marcos referred to Lai Ching-te as, quote, Taiwan’s next president. This was the first time Marcos used the term, and it’s likely to draw the anger of Beijing. It comes as tensions become increasingly strained between China and the Philippines, due to Chinese expansionism in the South China Sea.

Philippine President Ferdinand Marcos congratulated Taiwan’s president-elect on Monday, saying that he looked forward to close collaboration. It was a rare gesture from the Philippines head of state, even more so for using the words “Taiwan’s next president.” Despite the Philippine foreign ministry reiterating the “One China” policy, the congratulatory message still flirted with China’s wrath.

The Philippines has also been making moves in the South China Sea. Military official Romeo Brawner announced a plan to upgrade outposts on nine Philippine-controlled islands and atolls, to make them more livable for troops. Among the islands targeted is the Thitu Island near the Fiery Cross Reef and Mischief Reef, which China has turned into artificial islands with military bases.

Experts say China’s expansion in the South China Sea has fueled anti-China sentiment in the Philippines. That’s prompted President Marcos to defend the country’s national sovereignty and pursue stronger alliances with democratic partners such as the U.S. Philippines-China relations remain tense after a string of conflicts in the South China Sea in 2023. More recently, two Chinese warships shadowed a U.S.-Philippines joint maritime patrol that included an aircraft carrier.

菲律賓與中國關係恐怕益發緊繃。菲律賓軍方昨天就宣布將改造、建設南海、仁愛暗沙、中業島等九座島礁,方便菲國軍隊長駐生活;而菲國總統小馬可仕昨天也罕見發文祝賀賴清德當選,並首度使用「台灣總統」一詞,外媒猜測這恐怕會讓北京氣噗噗。

貼文直接恭賀賴清德當選台灣「總統」,還期待台菲雙方密切合作,菲律賓總統小馬可仕15號罕見祝賀台灣總統當選人,並且上任以來首度使用「台灣總統」一詞,儘管菲律賓外交部隨後重申「一中政策」,恐怕還是會引發中國不滿。

菲律賓也在南海出招,菲律賓參謀總長布勞納宣布的基地改造,就是建設所控制的九座島礁,方便海軍陸戰隊等部隊長駐,當中就包括最具戰略意義的中業島,它緊鄰永暑礁、美濟礁等中國軍事人工島礁。

專家分析,中國南海擴張態勢明顯,造成菲律賓社會「反中」情緒升溫,小馬可仕因此順應民意,強硬保衛國家主權,並積極強化和美國等民主盟友的聯盟,菲中關係則趨於緊張,去年南海也衝突不斷,最近菲律賓和美國航母聯合巡邏南海,就遭兩艘中國艦艇尾隨。
