Biden and Xi speak on phone about Taiwan Strait, South China Sea

U.S. President Joe Biden spoke on the phone with Chinese leader Xi Jinping on Tuesday, marking the first conversation since their historic summit in California last November. During the call, Biden underscored the importance of peace and stability in the Taiwan Strait. Other topics of discussion included human rights in Xinjiang, the Russia-Ukraine War, and tensions in the South China Sea.

President Biden also emphasized the importance of maintaining peace and stability across the Taiwan Strait and he reaffirmed the importance of the rule of law and freedom of navigation in the South China Sea.

The last conversation between the two heads of state took place at a summit in California last November. The call on Tuesday meant to build on the foundation of that meeting, to further develop bilateral communication. Besides the Taiwan Strait, the topics of discussion included human rights in Xinjiang, tensions in the South China Sea, the war in Ukraine, and North Korea’s nuclear capabilities.

Among some of those topics, you mentioned a few of them. Tensions over Taiwan, the South China Sea, North Korea’s nuclear program as well as China’s support of Russia’s war in Ukraine.

The two also discussed cooperation against drug trafficking and on tackling the challenges of artificial intelligence and climate change. Speaking on the U.S.’ recent legislation targeting social media app TikTok, Biden said the intention was to protect U.S. national security interests and the American public.

He made it clear to President Xi that this was not about a ban of the application, but rather our interest in divestiture so that the national security interests and the data security of the American people can be protected.

U.S. Secretary of the Treasury Janet Yellen is set to visit China this week to discuss the country’s industrial overcapacity on behalf of American businesses. U.S. Secretary of State Antony Blinken is also expected to travel to China in the coming weeks. Meanwhile, Japan Prime Minister Kishida Fumio is scheduled to meet Biden in the U.S. on April 10. Japanese news outlet Yomiuri Shimbum has leaked the contents of the joint statement to be released after the meeting. A key point is that Tokyo and Washington both assert the important of maintaining peace and stability in the Taiwan Strait.

美國總統拜登週二和中國國家主席習近平通話,這是拜習2人自去年11月以來首次直接對話,議題包括台灣、烏克蘭、南海等,拜登特別重申台海和平穩定重要性。另一方面,美國財長葉倫3號將再次出訪中國,預計將將就中國不公平貿易行為發聲。

兩國元首上一次直接對話是去年11月在加州的拜習會,這次的通話、目的就是要在上回拜習會的基礎上,進一步發展、維持溝通。除了台海議題,兩人還討論了新疆人權、南海、烏克蘭、朝鮮半島局勢等議題。

兩人也談到在打擊毒品、人工智慧、氣候變遷等領域上的對話合作,針對抖音議題,白宮也表示,美國目的是保護使用者資安以及國家利益。

美國財政部長葉倫3號接力訪中,將替美國企業發聲,談論中國產能過剩問題。隨後國務卿布林肯數周內也將到訪中國。另外日本首相岸田文雄預計10號在到美國與拜登舉行高峰會,日本讀賣新聞曝光聯合聲明概要,美日屆時將再度重申台灣海峽和平穩定的重要性。
