Fishing boat crew returns to Taiwan after one-month detention in China

Four crew members of a Penghu-registered fishing boat have returned to Taiwan, after being detained by Chinese authorities for over a month. The fishers were operating outside of Taiwan-controlled waters when their boat was boarded by Chinese coast guard. Although the four crew members have been released, their captain and their vessel remain in Chinese custody.

It’s the early hours of Wednesday. Dah Jinn Maan No. 96 approaches the harbor, carrying four crew members who were detained in China.

Coast Guard officials boarded the boat to confirm identities and check for suspicious items. On shore, the crew members’ families waited impatiently to see their loved ones.

Early last month, the Penghu-registered Dah Jinn Maan No. 88 crossed out of Taiwan-controlled waters. Its captain and four-person crew were detained by China’s coast guard. More than a month later, China agreed to release the four crew members.

Three members were foreign nationals, whose return to Taiwan was complicated by the circumstances of their capture. To resolve the issue, the two sides agreed to transfer the detainees directly to Dah Jinn Maan No. 96, a Taiwanese fishing vessel that had been operating out at sea.

There was no record of their entry to China, so handling the documents for their departure would have been quite a hassle. There was also no record of them leaving Taiwan. It could’ve all caused huge delays for their return.

The captain and Dah Jinn Maan No. 88 will remain in China until all legal issues are resolved.

If they don’t impose administrative penalties, the matter could be handled by the judicial system, which could result in a sentence of six months or more. Administrative sanctions would be much quicker.

The detention incident has heightened tensions over fishing rights in the Taiwan Strait. After more than a month of talks, the captain’s family say they want a straightforward resolution from China. Taiwan’s government is continuing the negotiation, in hopes of bringing about a satisfactory conclusion.

遭中國扣留逾40天 大進滿88號船員獲釋

上個月初,疑似越界捕撈,而遭中國扣留的澎湖籍漁船「大進滿88號」,14號清晨,除了船長外,其他4名船員都經被釋放,由「大進滿96號」去接人回來,船員家人迫不及待來港邊接人,看到心愛的爸爸終於鬆了一口氣。至於還遭軟禁的船長,多位立委及海峽兩岸交流協會居中協調,等釐清相關問題後,希望中方早點放人。

14號清晨,大進滿96號載著4名被中國扣留的船員,慢慢靠港。

海巡署人員先登船檢查,確認人數及有沒有可疑物品,岸上的家屬早已等不及要見到家人。

這個月初,疑似越界捕撈的 澎湖籍漁船「大進滿88號」,連同船長以及4名船員,都遭中國扣留,事隔一個多月,中國方終於同意先釋放4名船員。

由於當初是被抓進中國,出入境都有問題,在溝通協調下,這回由正在捕撈作業的大進滿96號,跟中國直接在公海上交人。

“沒有入境的資料,他要出境,可能手續上也比較麻煩,而且我們台灣,他也沒出境資料,所以這個可能到時會延誤很多時間”

至於船長以及「大進滿88號」漁船,要等待相關問題釐清後,才能放人。

“沒有用行政處罰的話,就是走司法,判刑可能就是會6個月以上,行政處分的話可能會比較快啦”

大進滿88號被扣留,兩岸漁業權一度緊張,經過1個多月的溝通,船長家屬期盼中國方能夠單純化處理,政府持續交涉,希望事件能圓滿落幕。
