Kinmen plastic cup ban goes into effect, bringing ban to entire country

Taiwan has banned the use of disposable plastic cups, with cities and counties introducing the ban at different times over the last two years. On Sunday, Kinmen County joined the ban, making it the last administrative region in the country to do so. Drink shops around the nation are now offering a discount of at least NT$5 to customers who bring their own cups. But some have argued it’s inconvenient to carry a cup around. One solution: Borrowing a returnable cup from a shop and returning it later after use. However, some argue this is not the most hygienic way of doing things. Whatever customers choose to do in the future, with nearly 800 million plastic cups out of the picture annually, things are looking much better for the environment.

Starting September, use of disposable plastic cups is banned across Taiwan. Beverage shops can only provide paper cups, or allow customers to use their own cups with a discount.

Kinmen County was the final holdout, but it too is now on board with the ban, meaning that plastic cups will soon be a thing of the past in the entire nation. The environment ministry began promoting the measure two years ago before its upgrade to ministerial level. Now in full effect, the ban applies to all businesses that serve beverages.

We’ve already reduced plastic cup usage by 12 million cups since we adopted the measure. Stacked up, that’s the equivalent of 3,900 Taipei 101 buildings in height. Coinciding with that, we will see a 10% to 20% increase in the use of paper cups or cups brought by customers.

We can cut out at least 790 million plastic cups a year. About 17% of the public use their own cups for purchased beverages.

With discounts of NT$5 or more, environment officials hope customers will be encouraged to bring their own reusable cups with them to shops. Nearly 20% of the public have already developed the habit of doing so, carrying cups with them in their bags.

The discount part is very helpful, because you feel that you can save money. If you borrow a returnable cup you can keep it for a few days. The disadvantage is that it has to be returned through the same channel. Different systems may use different returnable cups.

I use a reusable cup about five out of 10 times. I’ve never used a store’s returnable cup. I’m worried that it wouldn’t be cleaned thoroughly, since I’m not the one washing it.

Most people would agree with the environmental benefits of reusable cups, but carrying them everywhere can be a hassle. Returnable cups are a nice alternative, but come with concerns about hygiene and the inconvenience of returning them. Devising the perfect solution may require more time.

台灣從兩年前開始,禁止連鎖餐飲使用一次性塑膠杯,9/1開始,最後一個縣市、金門縣也加入禁用行列,預計一年可以減少7.9億個塑膠杯。為了鼓勵民眾自帶環保杯,店家會提供5元以上優惠,環境部統計,有約17%的民眾,已經養成隨身帶杯子的習慣。

濃郁紅茶、倒入冰塊冰鎮,清爽消暑,已經來到9月,天氣還是好熱,走在路上就想來杯手搖飲。

台灣最後一個縣市金門縣,也加入禁用行列,之後再也看不到塑膠杯。環境部從2年前開始推行,包含飲料店、超商和速食店,只要有店面的餐飲業,都不能提供。

“一年多我們也就是節省了1200萬個塑膠杯,那這個高度呢,相當於是3900座的101。自備環保杯跟紙杯的用量,其實也是相較於提升了1到2成左右的數字”

提供至少5元以上的環保杯折扣,希望加大誘因,快要2成的民眾已經養成習慣,包包裡都會放一個保溫瓶或杯子。

“折扣那個部分是很有幫助,就是會覺得可以省錢,借了循環杯之後,這個循環杯你就可以一直留著幾天。(缺點)一定要在同一個通路還,就是有的時候,可能不同的體系,有不同的循環杯”

“(自備環保杯)10次可能5次吧。沒有,從來沒用過(循環杯),怕洗不乾淨,畢竟不是自己洗”

民眾認同環保概念,但隨身帶杯子在身上,占空間又比較重,租用循環杯,又擔心衛生和歸還問題,如何提高使用率,還需要更多誘因。
