Three hospitals upgraded in Central and Southern Taiwan

Three hospitals in Central and Southern Taiwan have been upgraded after scoring well in an evaluation conducted by the Ministry of Health and Welfare. They now have the status of medical or quasi-medical centers. Medical centers have higher status in Taiwan than mere hospitals. This means medical fees in these institutions will become more expensive for patients starting Feb. 1, to account for the higher service quality.

The Ministry of Health and Welfare has unveiled the results of last year’s evaluation of medical institutions in Central and Southern Taiwan. Kaohsiung’s E-Da Hospital has been upgraded to a medical center. Meanwhile, National Taiwan University Hospital Yunlin Branch and Dalin Tzu Chi Hospital in Chiayi have been accredited as quasi-medical centers.

E-Da Hospital had been a quasi-medical center for seven years in a row. This time, it achieved an outstanding result in the evaluation, and has therefore been upgraded to a medical center proper. It can help bring up the quality of care in the Kaohsiung-Pingtung area.

The upgrades mean medical expenses will be higher for patients.

The main impact will be on inpatient services, such as ward rates and nursing costs. That’s due to the difference in nurse-patient ratios.

In the previous evaluation, three hospitals in Northern Taiwan were upgraded to the status of medical centers last year. The Taiwan Healthcare Reform Foundation says a system should be put in place for downgrades.

As it is now, there’s only a way up and no way down, which means there are too many medical centers. Last October we brought the matter up with the Control Yuan, urging for a correction of procedural deficiencies and lack of differentiation.

The Ministry of Health and Welfare says it began compiling views on the matter last year, and expects to draw up trial clauses in 2026. The reforms would enter effect in 2027, to focus evaluations on critical care and medical development.

義大醫院升為醫學中心 台大雲林分院升為準醫學中心

113年度醫院評鑑名單出爐,這次公布中區、南區、高屏區醫學中心評鑑結果,高雄市的義大醫院升格為醫學中心,台大醫院雲林分院、大林慈濟醫院則從區域醫院,升級為準醫學中心,醫院升格後看病費用也變貴了,民眾部分負擔2/1開始調整。

衛福部召開記者會公布,113年度中南部、高屏地區醫學中心評鑑結果,高雄義大醫院確定升格為醫學中心,另外台大雲林分院、嘉義大林慈濟2家醫院,則晉級準醫學中心。

“義大醫院已經連續7年為準醫學中心,且本次醫院評鑑結果為優等,升格為醫學中心有助提升高屏地區整體醫療品質。”

從地區醫院升格,看病費用也會增加。

“最主要會影響到的,主要是在住院的部分,主要是在病房費、護理費,因為這個護病比的差異。”

去年衛福部醫院評鑑,新增北部三家醫院升格醫學中心,今年輪到中南部評鑑,醫改會認為應訂定降級機制。

“現在卻只進不出,造成醫中(醫學中心)過量,那去年10月也到監察院糾正有多項的程序缺失,更缺乏鑑別力。”

衛福部回應,去年就開始收集各方意見,預計115年試評條文就會出爐,改革116年正式上路,將把醫院評鑑重點,擺在重症照護、醫療發展。
