US House of Representatives passes 2 pro-Taiwan bills

The US House of Representatives has passed two pro-Taiwan bills with bipartisan support. One of them aims to strengthen the Taipei Act of 2019, rejecting China’s distortion of Resolution 2758 and backing Taiwan’s participation in international organizations. The second aims to reinforce the Taiwan Assurance Act of 2020, pushing the Department of State to ease self-imposed restrictions on US-Taiwan engagement.

With a strike of the gavel, the US House of representatives passed a critical amendment by voice and without objections. The bill reinforces previous pro-Taiwan legislation and calls for supporting Taiwan’s participation in international organizations.

This amendment makes clear that the United States as a participant in any international organization must actively oppose attempts by the CCP to destroy the policies, the procedures, or the language of those institutions in order to manipulate Taiwan’s status.
The Taiwan International Solidarity Act aims to strengthen the Taipei Act of 2019. It includes a provision stating that the United Nations General Assembly Resolution 2758 only addressed the issue of China’s representation in the UN, and did not make a statement on Taiwan or its peoples’ representation in the international body or any related organizations. The bill also rejects China’s twisting of the resolution to undermine Taiwan’s international position, and affirms that the US will harness its influence to support Taiwan.
Also, the relevant US agencies are required to report on the CCP’s tactics to pressure Taiwan.

Taiwan is not just a friend. Taiwan is a self-governing democracy, a critical economic partner and a responsible global stakeholder. It deserves to be seen and heard and not erased and silenced.
The amendment was sponsored by Republican Representative Brian Mast, and co-sponsored by Democrat John Olszewski, who said the US would not stand idle during a previous visit to Taiwan.

Just last month, the PRC conducted large-scale drills in the waters and airspace around Taiwan. It is critical that the United States shows unwavering support for our friend, Taiwan.
Another pro-Taiwan bill that has garnered bipartisan support is the Taiwan Assurance Implementation Act, which aims to reinforce the Taiwan Assurance Act of 2020. It requires the Department of State to regularly report to Congress on US-Taiwan engagement. It also requires the US government to develop a plan to lift all remaining self-imposed restrictions.

美國眾議院，美東時間5號通過2項友台決議，一是修正"台北法"的"台灣國際團結法案"，新增聯合國大會第2758號決議不涉台的論述，反對中國曲解決議，用來限制台灣參與國際社會。而另一項則是強化台灣保證法的"台灣保證實施法案"，要國務院逐步解除對台論述的自我審查。

“本會是否同意暫停適用議事規則，並通過H.R.2416（台灣國際團結）修正案，贊成的請說贊成反對的請說反對。主席判斷三分之二多數贊成法案通過。”
敲下議事槌，美國聯邦眾議院，5號口頭無異議通過重要修正案，強化先前通過的挺台法案，並明確支持台灣參與國際互動。

“本修正案明確指出美國參與任何國際組織，必須積極抵抗中國共產黨，試圖扭曲國際組織政策、程序或用語，以操弄台灣地位的行為。”
最新的修正案"台灣國際團結法案"，內容補強2019年的"台北法"(TAIPEI Act)條文，包括新增聯合國大會第2758號決議不涉台的論述，指出2758號決議，只處理中國代表權問題、並未涉及台灣與台灣人民在聯合國或任何相關組織的代表權議題。反對中國藉由曲解決議，試圖抹除台灣國際地位，未來將主動用美國影響力捍衛台灣。
此外，還要相關單位報告中共施壓台灣手段。

“台灣不只是朋友，台灣是自治民主政體，是重要的經濟夥伴、負責任的國際成員，台灣值得被世界看見、被聽見，而不是被抹除或噤聲。”
共和黨眾議員馬斯特提案修法，共同提案的民主黨議員歐斯祖斯基，曾訪台重申美國不會袖手旁觀。

“就在上個月（4月）中華人民共和國，在台灣週邊海域與空域進行大規模軍演。美國此時展現堅定不移地，挺台灣這位朋友是很重要的。”
另一項獲兩黨共識的挺台修法， "台灣保證實施法案"，則是2020年台灣保證法的強化版本，要求國務院定期向國會報告，與台灣的交流狀況。且必須提出解除自我設限的計畫。

兩項法案獲壓倒性通過，美國兩黨態度明確，要以具體行動反制中國想孤立台灣的企圖。而法案接下來將經參院通過，再由總統簽署完成立法。
