
Whether they’re checking goods at customs, upholding public order, or assisting in a disaster, service dogs can be found all over. They must complete lengthy trainings before they can be dispatched the front lines of dangerous jobs like sniffing for diseases or drugs or search and rescue, serving as important protectors of public safety. To improve their healthcare and manage risks, the Ministry of Agriculture has launched an ESG insurance project. A first for service dogs across all of Taiwan, the project aims to ensure that service dogs get comprehensive medical care during their years of service.
Patrolling through the airport and checking luggage carts near the carousels is routine for a service dog. Jeff here is a handsome nine-year-old beagle, and full of energy. He usually works in Songshan Airport as an experienced customs detection dog. But he’s more than just adorable. He’s honed an important skill crucial for controlling food and drink imports.

We teach them to sniff for agricultural products like apples, oranges, or bananas inside cardboard boxes, luggage, and bags. When they detect something, they sit down.

We look for dogs that are more reserved and rational. Like for detection dogs for agricultural goods and drugs, we’ll choose ones that are more energetic. He has a lot of motivation and confidence to search. When he finds a target item, he gets so happy.
Then there’s this rescue dog, Rambo. He bravely traversed fallen buildings in the wake of the April 3 earthquake in Hualien, carefully avoiding the many exposed beams and other dangers awaiting a service dog such as himself. Or in the high mountains, service dogs might come across an animal trap or venomous snake. Every site has hidden dangers. To manage healthcare and risks for service dogs, the Ministry of Agriculture for the first time has launched an ESG project to provide comprehensive insurance to service dogs nationwide. Now, every canine can get medical protection during their years of service tailored to the particularities of each job.

These service dogs work hard to protect the lives and property of Taiwanese. In return, we must strive to protect these dogs and animal rights. That’s why we started offering this insurance policy. The main thing is that this first one is compulsory.
There are 292 dogs in active public service. After providing coverage for them, the ministry hopes to include those in private service as well to care for the well-being of all of Taiwan’s service dogs.

在機場來回巡邏,到轉盤旁檢查行李推車,這是檢疫犬的工作日常。活潑好動充滿活力的Jeff,是一隻9歲的米格魯帥哥,平常都在松山機場上班,身為資深檢疫犬,不只長相卡哇伊,也有一身好功夫,全靠飲食嚴格把關。

“希望犬隻要內斂一點比較理性一點,像緝毒犬跟檢疫犬,我們會選擇比較high的狗,牠很有動力、很有自信地去搜找,牠找到標的物的時候牠就會很開心”
還有搜救犬藍波,英勇在碎石瓦礫堆中穿梭,去年0403大地震,花蓮建物倒塌滿目瘡痍,許多鋼筋鐵條,一不小心就可能刺傷搜救犬;或在高海拔山區可能遇到捕獸夾、猛禽毒蛇,每個搜救現場,都隱藏風險危機。為了完善執勤犬醫療照護與風險管理,農業部推出ESG 方案,啟動全台首創執勤犬全面納保上路。依照勤務特性內容量身打造,保障執勤犬服役期間能獲得醫療保障。

政府部門現役執勤犬共有292隻,農業部首推執勤犬全面納保,未來也將逐步擴及民間搜救犬,守護所有執勤犬的健康。
