
Business anxiety is rising as the 90-day tariff exemption period granted by the administration of US President Donald Trump will soon end on July 9. Taiwan’s Minister of Economic Affairs Kuo Jyh-huei sought to reassure when he recently spoke on FTV’s program “News Observation.” Although Kuo didn’t know what the US had decided on, he stressed Taiwan’s government had already simulated many different hypothetical American tariff regimes so it would be able to respond immediately. He also stressed Taiwan’s prowess in manufacturing and noted its industries complemented American ones. Let’s hear from the minister.

Previously, I used to say whatever I was thinking. And, you see, I had been a teacher and a professor for 20 years. I had taught at universities for 20 years. In fact, I am used to sharing. Whenever I had new knowledge or new ideas, I would share them with my students or friends. But it seems that when it comes to government, I cannot do this. For many things involving government, you have to deal with them firmly, and only afterwards can you talk about them. That was a complete shock for me.
Kuo revealed that a communication channel will be established to promote internal changes in his ministry and strengthen communication when it comes to policies. While the personal problems he describes are minor, right now national affairs are onerous. The expiration of Trump’s 90-day tariff exemption period is imminent and Taiwan has to face this as it involves the welfare of nearly all industries.

We have found there is too much uncertainty in their negotiations. This is what we are more worried about.
The government has already simulated several different tariff regimes, which will help it give an immediate response. At the same time, as the ancient Sunzi adage goes, this will allow Taiwan to know the enemy and know oneself.

We want to understand what the US really wants. The US is currently solving problems with tariffs, which is solving trade problems. But behind this is another problem: resolving its problems of financial imbalance. Another issue is resolving problems relating to its manufacturing hollowing out. Trump has been talking continuously about solving problems relating to manufacturing hollowing out. He wants to make America great again. The US and Taiwan complement each other in technology industries and manufacturing industries. Taiwanese people have unique capabilities in this area. Why? In the past 50 years, we have continuously evolved from original equipment manufacturing to original design manufacturing. We have mastered an extraordinary amount of specialized knowledge in the manufacturing industry.
Given the strength of Taiwan’s manufacturing industry, Kuo is confident that Taiwan can turn American hostilities into friendship and achieve coexistence.

美國總統川普實施對等關稅的90天豁免期,將在7/9截止,經濟部長郭智輝受邀上民視「新聞觀測站」節目,強調政府做好各種模擬,力求讓產業衝擊降到最低。而過去擔任崇越董事長,做事講求效率,郭智輝坦言,擔任經濟部長這一年多,有不少時刻感到"shock"。

“我以前就想到什麼就說什麼,而且你看看,我當老師 當教授當了20年,我在大學教書教20年,其實我很習慣分享,一旦有什麼新的學識,或者新的想法,我都會跟我的學生分享,或者跟我的朋友分享。但是好像來到政府,這個不能,政府很多的事情,你要有穩健的做法以後,你才可以講,這個是對我來講是滿shock(震驚)”
郭智輝透露將成立溝通管道,推動內部變革、加強政策溝通,個人事小,國家事大,眼前即刻要面對的,可是攸關百工百業生計的川普90天關稅豁免期截止將至。

“我們就是去了解美國真正想要什麼,美國這次解決關稅的問題,就是解決貿易的問題,它後面還有一個,解決它財務失衡的問題,另外一個是,解決它製造空洞化的問題,解決製造空洞化問題也是川普一直在講,他要讓美國再度偉大。美國跟台灣,在科技業上面、在製造業上面,是互補的,台灣人在這一塊有獨特的能耐,為什麼,過去我們50年,不斷地從代工生產,到原廠委託設計代工,我們掌握了非常在製造業的專業知識”
