100+ stranded in Labuwa after rains wash away culvert

About 110 people have been left stranded in the mountain village of Labuwa in Pingtung. Heavy rains washed away a culvert along the only road to the village, leaving just a dangerous 1m-wide path across the river. The villagers formed a patrol to check up on every elderly resident, and some who have urgent medical conditions have been evacuated.

Water rushes down from the mountain, turning the creek into a roaring river with mud and rocks that has washed away a section of the culvert, leaving only a 1m path. Crossing it to go down the mountain is dangerous to say the least.

The younger people have to go down the mountain for work, so now they have to make their way past that.

On the other side, the northern tributary of the Ailiao River carries an astonishingly strong current.

Heavy rains battered Wutai in the early morning of Thursday, eventually destroying the Wuda 2 Bridge, the only access to Labuwa. The area has been cordoned off, and more than 100 residents in the village have been left stranded.

We got a vehicle to transport people with severe medical issues downhill. There are some elders with chronic diseases who have stayed up here. They have enough medicine to get by.

The villagers formed a patrol to check up on every single elderly resident. They say they have enough food in storage, which they had prepared in case of a typhoon.

A typhoon just went by, so we have enough food to last a week.

450mm of rain fell on Wutai in just 24 hours, as a low pressure zone sweeps by. Forecasters say the rainy conditions will persist for some time, so repairs will have to wait for a sunny day.

受到低氣壓和西南氣流影響，屏東山區從週四凌晨開始下起大雨，霧台鄉大武部落唯一的聯外道路霧大二號橋便道，被暴漲的溪水沖毀，只剩下一公尺的路面可過，村長緊急拉起封鎖線，山上大約有110人受困，目前糧食充足，重大傷病患者也已經撤離下山。

山洪暴發，小溪變成大河，溪水夾帶著山上的砂石，把霧大二號橋的便道給沖垮，底下舖設的好個個涵管掉到溪水之中，只剩下大約一公尺的路面，但有民眾趕著要下山，也只能冒險通過。

“年輕人因為工作的關係，所以他必須要趕下山，必須要冒險衝過去。”

另一邊的隘寮北溪，溪水更是凶猛，不斷傾洩，聲勢驚人。

屏東霧台鄉大武部落從凌晨開始下起大雨，雨勢持續不斷，下了一整夜，把村子唯一的聯外道路霧大二號橋便道給摧毀，現場緊急拉起封鎖線，上山一百名村民受困，無法外出。

“重大傷患我們已經有派車子，用接駁的方式把他們接下去，基本上都是一些在山上的長者，有一些慢性病，他們的藥物都還足夠。”

村民也組成巡守隊，一一巡查村內老人家的情況。至於糧食的部份，先前因為颱風，居民存了不少。

“目前因為颱風剛過去，所以我們的儲備食糧都還足夠一個禮拜。”

受到低氣壓影響，霧台24小時累計雨量已經達到450毫米，氣象預報雨還會下好幾天，要搶修便道，恐怕只能等到天晴。

As the only remaining soda stand in Chiayi, its sign and stall recall Taiwan’s yesteryears. Chen’s family has been running the stand for over 60 years, passing the business down to the third generation.

My father always said not to give up the customers, to let everyone have this memory, a good memory. I grew up with this stand, too.

Upholding traditional hand-made soda culture, the third generation runs this stand as their parents did before them. Their drinks offer a refreshing respite in the hot summer, but more than that, they are full of childhood memories.

A former woodworker keeps the traditional cakes of his childhood alive

Handmade snacks are a rare find in today’s hectic world, but in Tuku Township, Yunlin, there’s a small shop specializing in a type of layered glutinous rice cakes called shuang gao run. The owner, Chen Chia-fu, switched from woodworking to food crafting over 25 years ago, and has been running the shop ever since. Working solely with his hands, he preserves the craftsmanship passed down from his father. Every day, he begins preparing ingredients at dawn, spending at least eight hours to complete a single batch of these traditional treats.

A whole bucket of white rice is poured into a metal container and ground into a smooth batter.

Next, the batter is poured into a steamer and sprinkled with brown sugar powder. The mixture is then left to steam and cool, one step at a time.

The result is worth the wait. As soon as the lid is lifted, the rich aroma of brown sugar fills the air. The cross-section of the sliced cake reveals its delicious filling.

Two layers of rice cake with a brown sugar filling in the middle—plain in appearance but surprisingly complex in taste. It’s firm but not sticky, with just the right sweetness.

This traditional dessert shop in Yunlin’s Tuku Township offers the classic brown sugar shuang gao run, as well as limited-edition variations on weekends. Owner Chen Jia-Fu, once a woodworker, couldn’t bear to see the traditional cakes disappear with time. So he returned home to take over and preserve his father’s craft.

“When I came back to do this, life slowed down a bit. The nature of the work is similar to what I was doing before—it’s all hands-on. Unlike other rice cake makers who use rice flour mixes, we keep it pure and simple—we grind white rice to make it from scratch.”

From start to finish, each batch takes at least seven to eight hours. Chen’s insistence on doing everything by hand is the secret to preserving the flavor. For 25 years, he has relied not on flashy marketing—but on the draw of childhood nostalgia.

Puzi embroidery center holds classes to pass along tradition

Puzi has long been a center for embroidery thanks to Peitian Temple. Artisans make everything from murals of the Eight Immortals to door curtains, flags, and costumes for puppet and human actors alike all over Taiwan. To pass along this local tradition, the Puzi City Office opened the Embroidery Cultural Hall 22 years ago. Apart from exhibiting works of embroidery, the hall also hosts classes to ensure the art remains deeply rooted in Puzi.

Children hold needles as they go stitch by stitch, learning to embroider. This is the Embroidery Hall in Chiayi’s Puzi, which strives to promote the traditional practice.

I made a flag for the messenger at the start of the procession. It’s actually the first time I’ve tried it. It needed chives, so I used thin ribbons and wrapped them in thread.

It’s a miniature of a scene welcoming Matsu. All of the embroidery was personally done by teachers with the association.

Embroidery is intertwined with temple culture. Since Peitian Temple is there, Puzi early on became a center for the industry. Puzi embroidery was sold all over Taiwan. But as the process became mechanized, handmade works have become scarce. To protect this local culture, the Puzi City Office has started offering embroidery classes. One woman is learning to become a teacher with encouragement from her husband.

My father-in-law has passed away. At the time, my mother-in-law was depressed. Seeing his mother like that, my husband was afraid the same thing would happen to me. So he encouraged me to pursue my interests.

Each work of embroidery is as delicate as a painting. The art has advanced from a service for the gods to a part of everyday life. Over 22 years, the embroidery hall has offered classes as well as organized all kinds of exhibitions to guide people through the world of needle and thread.

Electricity restored to southern neighborhoods after five days without

Typhoon Danas toppled a number of transmission towers and power cables in the southern area of Chiayi’s Budai Township, causing a power outage for more than five days in some nearby regions. While Taipower Company’s technicians have been working tirelessly to restore electricity, locals had to make do with electricity generators provided by local borough chiefs and temples. On Thursday, 33 temporary utility poles were installed, restoring power to many households in the area.

A number of transmission towers at a power substation in the south of Chiayi’s Budai Township had collapsed, leading to a blackout in the area. In response, Taipower Company initiated a contingency plan, mobilizing more than 100 staffers to install 33 temporary utility poles to function as the transmission towers. After 67 hours, power was finally restored.

Last night, electricity was successfully transmitted here. Next, we’ll be able to gradually connect households to the grid. The number of households without electricity has fallen to 23,000.

Utility poles are needed to prop up power cables that transmit electricity from the substation to households. But too many utility poles had collapsed in the typhoon. Even though it’s already been five days since Typhoon Danas left, a whole row of the poles are still yet to be removed from fish ponds in a village in Dongshi Township.

Meanwhile in Budai Township, a local resident is eating noodles at a shop without any lights on.

Many borough chiefs had taken out electricity generators for residents to charge their phones, and so had a temple nearby and a local restaurant.

We had no electricity for four, five days already. The first time I was able to charge my phone again made me so happy.

In neighboring Jianjun District of Tainan, many schoolkids have cycled all the way to a temple to charge their phones.

It’s as if the region north of Zengwen River has been abandoned. There’s not even a notification of when power will be restored. The whole row behind me is like the Third World.

As a fleet of Taipower’s heavy equipment vehicles make their way toward the village, locals look on with eyes bright, as if their savior has arrived.

Typhoon Danas had severely disrupted power transmission in Southern Taiwan, making for the largest-scale power outage in almost 50 years. Amid continued rainfall, Taipower technicians are working tirelessly on repairs so that locals can return to their daily lives.

Interior ministry hold drills to evacuate grocery shoppers during airstrike

The Ministry of the Interior teamed up with a supermarket chain ahead of the 2025 Urban Resilience Exercises, to hold drills aimed at evacuating members of the public running errands in the event of an airstrike. The exercises are held in select stores with a basement across Taipei, Taichung and Tainan. The agenda involved directing the crowd to take shelter, evacuation and emergency care.

Sirens go off in the supermarket. Customers follow directions and head to the basement to take shelter. They’re playing out various scenarios that could occur in the event of an air raid.

The interior ministry’s National Police Agency has teamed up with a supermarket chain to hold these air defense and evacuation drills on July 10, in select stores across Taipei, Taichung and Tainan.

Shop employees and customers take shelter in a safe zone. They squat down with their head in arms to get through the air raid. The exercises involve directing customers to take shelter, placating members of the public, emergency care such as CPR, and preparing emergency stockpiles among others.

Apart from communicating government policy, evacuating staff members, dealing with questions and reactions from members of the public this time, in the future we will also cooperate in holding drills for other scenarios.

The supermarket says they’ll fully cooperate with the government in carrying out drills for air defense, disaster mitigation and logistics, among other emergency response measures. But what about convenience store chains? Will they get involved too, in the future?

The businesses are taking part mainly on a voluntary basis. As for how we can assist them: If they’d like to take part in the drills, better understand the procedures of exercises, how they can make preparations for drills or how they can improve on and carry out subsequent internal training and education, all of that are within our capabilities and authority.

This round of air defense drills is being held in a major supermarket chain, which usually sees large crowds. The government hopes that more and more essential businesses will take part in such exercises, so as to strengthen the country’s all-out defense.
