
As a major agricultural area, Pingtung sees a lot of open fires as farmers burn leftover branches and leaves, causing considerable air pollution. To better control these open burnings, the county government has set up two AI air pollution detectors. The systems have successfully identified nearly 90 illegal fires, saving on time and labor. The county’s Environmental Protection Bureau reminds farmers that the county has nine locations for them to drop off agricultural waste.
Among these rolling green fields rises a plume of white smoke. It’s been detected by this AI air pollution identification system, which immediately informed authorities.

The AI system detected the smoke by comparing it with the background color and making a judgment. There’s this plume of white smoke that’s a different color from its surroundings. If it exceeds a certain value, it’ll notify an inspector.
The county inspector can see the footage from his phone and narrow in on the location to go investigate. He found that the person who started the fire is a farmer.

You can’t start open burns at your home. No matter if it’s in your yard or a field. The air quality in the south is already bad. There are nine places to drop off agricultural waste. You can take it there.
Pingtung has a lot of agriculture. Farmers end up with a lot of waste after pruning away leaves and branches. They used to get rid of it by burning it in the field, causing severe pollution. Every year, the local environmental bureau allocates considerable staff for inspection and enforcement, but it’s impossible to catch them all. Now it’s employing the help of technology, starting with setting up two AI systems in Kanding and Yanpu.

With AI detection, we found about 67 open burns in Kanding. We set another up in Daren in May. It’s even worse in northern Pingtung. We’ve already found 22.
The Environmental Protection Bureau stressed that they’re not setting out to catch farmers. The goal is to change the custom of burning agricultural waste in order to improve air quality for everyone.

環保局人員從手機看到監視畫面後,鎖定位置,立即出動,果然找到燃燒廢棄物的人,又是農民。

屏東縣是農業大縣,農民修剪的果樹樹枝、樹葉等各式農業廢棄物非常多,以往農民都會在自己的田裏燒一燒,造成空污嚴重。環保局每年編制大量稽查人力取締,卻抓不勝抓,只好借助科技的力量之賜,導入AI人工智慧,分別在崁頂和鹽埔裝設「空污AI影像辨識系統」。

“我們在崁頂那邊抓到的,透過這個AI的辨識,抓到的露天燃燒的案件,大概有67件左右,大仁這邊是今年5月開始裝的,屏北這邊,這邊又更嚴重了,我們大概已經抓了22件了”
環保局強調,設立這套系統不是為了抓農民,而是希望藉此遏止農廢露天燃燒的僥倖心態,以達到改善空氣品質的效果。
