18 migrant workers evacuated after ceiling collapse in Keelung

Just a month after a building’s ceiling came crashing down in Keelung, there was another case of ceiling collapsing in a nearby neiborhood. This time, it was in a building that’s reportedly used as temporary housing for 18 migrant workers employed in construction. The concrete ceiling came crashing down on a double bed on Tuesday night. Fortunately, no one was injured.

The ceiling has come crashing down, exposing concrete and rebars. The floor is covered in chunks of cement and debris.

What’s more alarming is that there was a double bed right under the area of the collapse. Residents heard a loud noise and rushed in to find this mess.

In another room, the ceiling looks as if it were about to cave in. The walls are lined with cracks, and there are leaks all over the place. This 4-story building is located on Keelung’s Zhongzheng District. The collapse happened at 9 on Tuesday evening. The noise even brought out neighbors out of their homes to check what was up.

They rent out the apartments to migrant workers employed at construction sites. They just fixed up the ceiling haphazardly to cover up the collapsed areas.

So much material broke off, that the bed frame below was crushed and broken. Apparently, the owner has rented out the whole building to serve as temporary accommodation for migrant workers, cramming 18 people in a small space. Authorities immediately evacuated everyone from the building.

Just about a month ago, the ceiling of a house in the nearby Baifu area also came crashing down. Fortunately, in both cases the incidents were just a scary experience and nobody was hurt.

天花板整片崩落砸破下方木床! 4層樓公寓出租移工宿舍

基隆市中正區正隆街77巷一棟四層樓公寓，週二晚間9點左右，房間天花板突然大規模崩塌，震耳欲聾的聲響，也讓住戶及鄰居紛紛跑來查看。根據了解，這棟公寓是外籍移工的臨時宿舍，屋況不佳且牆壁多處龜裂，空間有限卻擠進18名移工，意外發生後，警消也緊急疏散裡頭人員，所幸無人傷亡。

天花板大面積崩落，鋼筋水泥直接裸露在外，混凝土、碎石塊掉的滿地都是，現場一片狼藉。

驚險的是，崩落的天花板底下，就是一張雙人床，住戶聽到一聲巨響，趕緊來查看，才發現不得了，怎麼房間變成這副模樣。

不只天花板崩塌，另一間房間也岌岌可危，牆壁上龜裂漏水，而發生天花板崩落意外的，是為在基隆市中正區這棟四層樓公寓，16號晚間9點多，天花板崩塌，震耳欲聾，附近鄰居也紛紛，外出查看。

“把房子租給這些外籍移工，工地的外籍移工，然後就天花板隨便把它做起來，遮住那個要崩塌的部分。”

事發時，天花板垮下來，甚至連下方木床也遭撞破，根據了解，屋主把整棟樓出租，做為外籍移工的臨時宿舍，屋況老舊且空間有限，但卻擠進18名外籍移工，警消獲報後趕抵現場，迅速協助疏散屋內所有移工。

When I had dinner after shooting yesterday, an elderly couple next to me recognized me. The grandpa could speak Japanese, so I chatted a bit with him. I think this is what travelling really is about, to close the distance between people.

Tsumabuki said he’s delighted about the encounter with the elderly couple while filming in Southern Taiwan. He also said Taiwan feels like a second home. After all, he’s already experienced what Taiwan has to offer and more.

From picking tea leaves in Alishan to cruising on Sun Moon Lake and enjoying breakfast at a traditional market, Tsumabuki says he enjoyed all of these experiences.

Thanks to Tsumabuki Satoshi’s influence as well as our collaborations with other influencers, the number of tourists from January to June this year saw a year-on-year increase of 10%, so the campaign’s effectiveness is quite noticeable.

According to the Tourism Administration, there were just under 1.32 million visits from Japan to Taiwan in 2024, a 42% increase compared to the previous year. Tsumabuki clearly appears much loved in Japan and more than likely influenced many Japanese tourists to visit Taiwan.

Exhibition showcases experimental contemporary art from the Himalayas

The Himalayas are a dream hiking destination for many mountaineers. But what about the region’s religion and culture? The exhibition "Labyrinthus Universi: Himalayan Contemporary Art" is now on at the Tainan Art Museum’s second building. It features four contemporary artists from Nepal and Bhutan.

The sound of Tibetan singing bowls echoes through the Tainan Art Museum for the opening of the new exhibition “Labyrinthus Universi: Himalayan Contemporary Art.” Each of the paintings is imbued with strong religious undertones, yet still manage to exude a light, modern feel. They’re all experimental contemporary works by artists from countries in the Himalayas.

This is the first time a public art museum in Asia is hosting a large joint exhibition dedicated to Himalayan contemporary art. It features work by four artists from Nepal and Bhutan, who are seeking to reinterpret contemporary Himalayan life using traditional art techniques. This work depicts a tiger tail extended to create a labyrinth, bringing out a smile from everyone walking past. It’s also therapeutic for the artist.

Pingtung’s Manzhou regulates four-wheelers in Taiwan first

To effectively regulate all-terrain vehicles, the Manzhou Township Office in Pingtung County enacted a local ordinance last year that resolved issues concerning land use. It also presented a plan to the local and central governments to finally manage the operation of ATVs. The rules will come into effect this year, making Manzhou the first place in Taiwan where people can legally drive beach buggies.

When riding a four-wheeler along the flat coastline, you can enjoy the beauty of the Pacific Ocean lapping ashore beneath clear blue skies. And if you encounter an obstacle, you can cross directly over it.

This is Jiupeng Beach in Pingtung’s Manzhou Township. A tour service came to explore the area, because at the end of the year, it is to be the first place in Taiwan to legally regulate the use of all-terrain vehicles, or ATVs.

You can use ATVs to tour beaches. The first place in Taiwan to propose a business plan for ATVs was here in Manzhou, and the county government followed suit.

To effectively manage the haphazard use of ATVs, the Manzhou Township Office spent two years applying with the forestry agency to rezone 27 hectares of land for the purpose. Last year, it also passed a local ordinance and submitted a business development plan with the county government to finally regulate the use of the vehicles. The office proposed that two people can share a buggy, with a two-hour tour costing NT$3,000 and limited to 20 people total. Tours would lead participants to explore hidden areas, like the “Eye of the Jungle.”

The Manzhou Township Office proposed a business plan and received approval from the Ministry of Agriculture’s forestry agency. The Cabinet also agreed to rezone the land and is currently processing the change. The county government is optimistic about the office’s plan to integrate ATV use with ecotourism.

The county government also emphasized that the ordinance includes clear rules regarding helmet use, age restrictions, production certification, maintenance, insurance, and more, with contraventions subject to fines. It urged businesses to comply with the new rules, in order to protect their hard-earned right to use the vehicles.

Giant grouper swallows cellphone after other fish knocks it into tank

A man surnamed Chen went to work at a fish farm in Kaohsiung’s Yongan District. While there, his phone was knocked into a fish tank by a giant grouper jumping out of the water. Immediately after, it was swallowed by another fish in the tank. Now he could only hope that the fish would cough it up.

A man throws fish into a tank full of giant grouper, as they clamor over themselves to beat each other to the prize. Recently, a man at this very same farm took out his phone to capture the scene, only to have it swallowed whole by one of the fish.

Out of nowhere, a huge fish came out of the water, snapping at my hand and drawing blood as the phone went flying. You could see it sink to the bottom of the tank. Another fish came by, and you could see it appear to swallow the entire phone whole.

Of course it’s outrageous. I looked away for all of three seconds. Afterward, I rushed to find the manager for help.

It only took a second for the fish to draw blood from Mr. Chen’s hand. After the manager heard about the incident, he brought over a flashlight to search for the phone in the tank.

The more I think about it, the funnier I find it. Who would have thought my phone would end up in a fish’s stomach?

Giant grouper can grow up to a meter long and weigh over 80kg. In another tank with smaller grouper, one fish ate an entire action camera.

But since the fish was smaller, the next day it didn’t have any more space in its stomach, so it coughed it up.

Giant grouper are the largest in the grouper family, and are often called the “king of the grouper.” Staff were instructed to regularly check the bottom of the tank to see if the phone ever made its way back out of the fish’s stomach.

Gazpacho, tapas and more Andalusia fare delight diners in Taipei

Have you ever been to Andalusia? A restaurant in Taipei is offering popular dishes from the autonomous community in Southern Spain. FTV reporter Stephany Yang takes us in for a taste!

First up is Andalusian spiced beef rice. The chef begins by sautéing chopped onion and garlic in olive oil. Next, he adds ground beef, followed by a diced red bell pepper and warm spices. Then, he stirs the rice in its beef broth. The mixture is brought to a gentle boil, covered, and then left to simmer on low heat.

We are all familiar with the famous Spanish dish, paella. But in the southern region of Andalusia, the culinary traditions are deeply influenced by Islamic culture and dietary practices. Therefore, you’ll notice that the cooking techniques and ingredients differ from the typical seafood-based paella most people think of when they think of Spain. Instead, dishes here often feature ground beef, minced meat, and chickpeas—ingredients commonly found in Islamic cuisine. The spices and seasonings are also stronger than those in paella. At this restaurant, you can enjoy this rice dish that originates from Andalusia itself, offering an authentic taste of southern Spain.

My favorite is the famous Spanish cold tomato soup, gazpacho. You might think, "Isn’t that found all over Spain?” Not really. It originates from Andalusia. It’s one of the most iconic and representative dishes of the region. While different places in Spain is rich in diverse cultures and ingredients, this time we’re highlighting Andalusia in particular. It’s renowned not only for its cuisine but also for flamenco and the world-famous landmark, the Alhambra Palace. They have been passed down through generations because Andalusia was once under Muslim rule.

Andalusia, Spain’s southernmost autonomous community is renowned for flamenco, fiestas, and open-air tapas nights. This restaurant in Taipei aims to bring a slice of Andalusian spirit to Taiwan.

Japan-Taiwan Exchange Association Chair Sumi Shuzo sits with Lai

The Chair of the Japan-Taiwan Exchange Association Sumi Shuzo is in Taiwan for the first time since taking office. Since arriving in Taiwan, he’s met with President Lai Ching-te and Premier Cho Jung-tai. Sumi mentioned that a recent poll found more than 70% of Taiwanese people consider Japan their favorite country, showing the strength of bilateral exchanges. Meanwhile, Cho thanked Sumi for speaking up for stability in the Taiwan Strait in a recent meeting between the foreign ministers of Japan and China. Let’s hear more.
