Indigenous communities urge for inclusion in reconstruction efforts

In the wake of the devastating flood in Guangfu, survivors are now facing the challenge of rebuilding their homes. But how to go about it is a question that still remains. The area affected by the flash flood comprises many Indigenous communities, which are urging the central government not to overlook their culture and to consider their needs when it comes to disaster recovery and resettlement. Let’s hear more.

Discussions regarding resettlement, whether in the mid-term or the long-term, must include Indigenous voices. If the plans are finalized without our participation, we’re left with no choice but to accept them passively. From the experience from Typhoon Morakot, when Indigenous communities are scattered, the culture fades and loses cohesion, and it impacts the mental health of our communities.

I won’t ever forget how I felt on the first day. I couldn’t get in touch with my family. Many of the volunteers said that they were disaster victims themselves, and that they were exhausted. All we hope is that the local government can show more compassion and kindness. And that they can acknowledge their own mistakes.
The Indigenous residents of Guangfu have raised five key demands, including more Indigenous participation in future plans. They also include ensuring the safety and well-being of volunteers, providing proper shelter to disaster victims and making sure that reconstruction follows a clear blueprint that will create communities more resilient to disasters.

北上提出"災區重建5訴求" 馬太鞍自救會:盼有族人參與

花蓮光復鄉的溢流災情慘重，現在當地居民以及族人，最擔心的，就是家園要如何重建？今天（週四）一早，馬太鞍自救會發言人，特別北上提出五大訴求，除了希望來協助救災的志工，不要又因為再次的溢流成為災民以外，最重要的是希望離災不離鄉，也希望能參與研討政府提出的重建對策。

“這個中繼安置，不管是中期或是未來長期的規劃，一定要有部落族人的參與。規劃好了我們只能被動的接受，從八八風災的經驗來看，當你用粗暴的方式把部落分散，第一個，文化消散失去凝聚力，第二個，族人的心理健康(受影響)。”

“我永遠忘不了第一天的感受，聯絡不到家人。很多的志工，他們自己也表露出，他們自己是災民，然後他們真的也很累了，我們只能希望這些地方政府，能夠有多點慈悲 又多點善良的心在當中，也願意承認錯誤。”
光復鄉部落族人，提出五大訴求，包含志工安全得照顧、減災對策族人不能缺席、災民要有棲所、重建要有藍圖防災韌性等。
