Scooter rider lucky to collapse just 200m from police station

It’s never a good thing to suffer a collapse while riding a scooter, but there are certainly better and worse places where such a thing could happen. Last Friday in Hualien, a man in his 70s lost consciousness and stopped breathing while returning home from grocery shopping with his wife. The woman desperately called out for help, and thankfully for everyone, help came extremely fast. It turns out that the man had collapsed just 200m away from a police station, and so a team of officers rushed to his rescue and saved his life.

A husband and wife were heading home from grocery shopping when something started feeling wrong at a turn. The man pulled over then started leaning to the sides, startling his wife. Three seconds later, Mr. Chen collapsed. His wife propped him up and called out for help from another scooter rider. Fortunately the police station was just ahead.

- How come he fainted?
- I don’t know. He was unwell in the morning, but it was just high blood pressure.
- Is he on medication?
- Yes.
- Does he have epilepsy?
- No

The man had lost consciousness and was no longer breathing when the first police officer arrived. He immediately began administering CPR as other officers got the AED, called an ambulance and redirected traffic. Mr. Chen quickly regained consciousness.

At 11 in the morning on Dec. 19, a man on a scooter lost consciousness near our precinct. We believe he was in physical discomfort. Fortunately, our officers were nearby to provide CPR and he regained consciousness. He was taken to hospital and he is fine.

Fortunately, the place where the man collapsed was just about 200m away from the police station, allowing officers to quickly get to work and save his life.

花蓮這名七旬陳姓老翁，真的命大！上週五(19日)騎車載太太買菜，中午回程突然暈倒、嚇得太太不斷呼救，這麼巧，老翁暈倒地點距離警局只有2百公尺，一群員警衝出來，有人協助CPR、AED，有人叫救護車、交管，成功挽回老翁性命。

花蓮這對老夫妻騎車買完菜，想不到剛過彎，就覺得不對勁，陳姓老翁趕緊靠邊停，右倒、左倒，嚇得太太趕快下車查看，結果不到三秒鐘，老翁整個人癱軟，太太扶著他、大聲喊救命，紅衣女騎士上前幫忙，萬幸，前方就是派出所！

“平常會癲癇嗎？不會”

最早衝到現場的員警發現老翁已經失去呼吸反應、先替他CPR，一群人民保母有人拿AED救援、有人叫救護車、做交管，過沒多久，老翁恢復意識。

“12月19日上午11時許，一名老翁騎乘機車行經本分局前路段時，疑似身體不適突發性昏厥，所幸老翁在本所同仁CPR後便恢復意識反應，經送往醫院診治後並無大礙。”

重回現場，老翁昏倒的地方，距離派出所只有短短兩百公尺，真的是不幸中的大幸，一群波麗士大人連手救回老翁性命。

Lower limb exoskeleton robot helps people with reduced mobility walk

Wistron Medical Technology and Taipei 101 have jointly donated a lower limb exoskeleton robot worth NT$3 million to Keelung hospital to help with the rehabilitation of stroke patients, along with other people with mobility impairments. The results have been impressive. Mr. Lin in his 50s has been suffering the effects of a stroke for nine years. This technology has helped him regain his ability to move significantly.

With support from others, he starts walking, with the assistance of this machine. Mr. Lin, in his 50s, had a stroke nine years ago. He had usually relied on the likes of walking frames to walk. Now, after using this lower limb exoskeleton robot for a month and a half and training, his life has changed significantly.

After 12 sessions, twice a week for one hour each time, and with enhanced training in sitting, standing, half squats and walking, Mr. Lin showed improvement in his balance, walking, and climbing up and down stairs. This exoskeleton, valued at NT$3 million, was donated to Keelung Hospital by Wistron Medical Technology and Taipei 101. It is a boon for patients with reduced mobility.

Woman’s new treatment plan eliminates hundreds of tumors within two months

A woman from Yilan was diagnosed with terminal liver cancer many years ago, with doctors finding hundreds of tumors in her lungs. Targeted treatment proved ineffective, leaving her wheelchair bound. She returned home to seek treatment at National Yang Ming Chiao Tung University Hospital. After just two short months at the hospital, all of her tumors have miraculously disappeared.

74-year-old Ms. Sung is a portrait of health. You’d have never guessed that eight years ago, she was diagnosed with advanced liver cancer with hundreds of tumors appearing in her lungs. Her condition deteriorated rapidly, with one tumor even growing to 18cm.

That was a very difficult time for me.

At the time, she needed a wheelchair and oxygen to get around. She decided to return to her hometown in Yilan for treatment at National Yang Ming Chiao Tung University Hospital. Doctors there decided to abandon targeted treatment and instead try chemotherapy. After just two months, all the tumors in her liver and lungs reduced dramatically, and have all but disappeared.

The key is early detection and treatment. The treatment strategy for cancer is incredibly important. So our entire team works together to develop plans for all of our patients.

Three years ago, Ms. Sung’s tumor marker rose to 197, and a new 1.2cm tumor appeared in her liver. The hospital used precision radiation therapy combined with chemotherapy, eventually succeeding in eliminating the tumor once again.

Just seeing a doctor makes me feel like I’m halfway to recovery. That sense of reliance and warmth that seeps deep into your heart is hard to describe.

The hospital emphasized that this rare case in which a patient reversed her terminal cancer diagnosis demonstrates the importance of personalized treatment and interdepartmental collaboration. It also gives new hope to many cancer patients.

University hosts cooking competition between student and robot

Could an artificially intelligent robot cook better food than a trained chef? Hungkuang University in Taichung recently sought to answer this question, hosting a competition between a real chef and an AI chef. They prepared the same dish, and a panel of 13 judges voted for their favorite. Let’s take a look at the result.

Hungkuang University hosted this competition between a student chef and an AI chef. In the end, the AI chef secured a narrow victory, winning by seven votes to six.

Collaboration is very important. How can we pair machines well with humans? AI has the advantage of being very precise and fast, but it lacks the sense of human-to-human interaction.

In the first half of this year, the restaurant and hospitality industry had the highest job vacancy rate, according to data from the Ministry of Labor. To handle the staffing shortage, 17% of restaurants have started using robots as servers. As this competition shows, AI in addition to making up for a lack of servers could even take the place of chefs.

Taipei launches fundraiser for knife attack victims, making up for lack of relevant laws

Three victims were killed in last Friday’s knife attacks in Taipei. Among them was Yu Chia-chang, who tried to stop the attacker. His family can receive up to NT$12.80 million in compensation and insurance claims, from the city government. However, the families of the other two victims who lost their lives are not eligible for bereavement compensation, due to a lack of relevant laws. For the moment, the Taipei City Government is planning to launch a fundraiser for these two families, so they can be better compensated.

The Taipei City Government is looking to compensate the surviving family of Yu Chia-chang, who lost his life trying to stop the knife attacks, up to NT$12.8 million. The amount includes a NT$1.8 million compensation for being a victim of crime, NT$6 million in bereavement compensation, and NT$5 million in insurance claims from Taipei Metro. However, the other two victims killed are not eligible for bereavement compensation, as they did not actively stop the attacks. A Taipei City councilor is looking to change that.

At present, the families of the three victims can only receive NT$1.8 million in compensation from the Association for Victims Support. As for their funeral costs, it seems that the Taipei City Government will provide full financing. However, only Mr. Yu is eligible for bereavement compensation. We hope to raise the highest amount possible in insurance claims and bereavement compensation for all victims.

The family of one of the victims, a motorcyclist surnamed Hsiao, can receive NT$1.8 million from the government. Additionally, since he was on the way to work at the time, the city’s Department of Labor will offer the equivalent of 45 months’ salary in occupational hazard compensation and subsidies. On the other hand, the family of the other victim, surnamed Wang, who was shopping after work at the time, is only eligible for the NT$1.8 million amount.

If some councilors believe that current eligibility criteria for compensation are too strict and would like to loosen them, I think we can raise a motion to amend the relevant regulations. That’s certainly feasible. However, we must still govern by law.
