
The centuries-old town of Lukang in Changhua County frequently battles flooding issues due to its outdated drainage system, further challenged by extreme weather. The county government secured funding from the Water Resources Agency to test out a new concept at Luojin Elementary. Under the school’s track and field is now Taiwan’s first parking lot that doubles as a flood detention basin, managing to both improve drainage while also providing a brand-new facility.

Most times we can provide parking for visitors to the Lukang River near the old street, helping to alleviate parking issues there.
County Commissioner Wang Hui-mei came to personally inspect the parking lot after it opened. That’s because this is no ordinary parking lot. There’s also a flood detention basin underneath, which promises to solve flooding issues at the nearby Lukang old street.

Underneath, it can store five to six Olympic-sized swimming pools of floodwater, about 12,000 cubic meters.
Every time the centuries-old town of Lukang experiences heavy rainfall, its old drainage system struggles to keep up, flooding the old street to the detriment of businesses there. The county is therefore working with the Water Resources Agency on a comprehensive project to redirect runoff from the Lukang River, to be completed in phases.

There are still seven areas where runoff detention ponds need to be constructed around the greater Lukang area. The county government will continue to build them all, one at a time.
This elementary school’s track and field boasts the country’s first underground runoff detention reservoir that doubles as a parking lot. The multipurpose facility draws on flood control expertise from Japan and Denmark, preserving the look of the town while providing more green space for residents to enjoy.

國小啟用停車場,縣長王惠美親自來視察,因為這個停車場除了提供更多停車空間,停車場下方的滯洪池,將有效解決鹿港老街的淹水問題。

百年古鎮鹿港,面臨排水系統老舊等瓶頸,一遇到極端氣候的強降雨,老街常淹水,造成店家營業損失。彰化縣政府配合經濟部水利署,啟動"鹿港溪逕流分擔計畫",各規劃有待陸續完成。

洛津國小操場,有全國首座地下蓄洪池,兼具停車空間,多功能設施的工程,借鑒了日本和丹麥的治水經驗,既不破壞都市景觀,又能與城市,建構綠色融合生活。
