Exiled Chinese dissident claims China planned chaos in legislature

Taiwan is back in the international spotlight over a set of proposed bills to expand the powers of the Legislative Yuan. Foreign media reports are saying protesters outside the Legislative Yuan on Tuesday were against pro-China politicians attempting to weaken presidential authority. Some sources are even claiming that Chinese leader Xi Jinping is behind the legislative chaos. Chinese dissident writer Yuan Hongbing in February had already said that the PRC’s Taiwan Affairs Office had cooked up a “united front” strategy. The plan would allegedly make use of KMT legislative speaker Han Kuo-yu and KMT caucus whip Fu Kun-chi to introduce bills in the name of legislative reform that could cause a chaotic shutdown of legislative authority and reduce the effectiveness of the DPP administration.

Conflicts concerning the legislature have attracted international attention. Bloomberg reported that Taiwan’s opposition lawmakers have ignored mass protests outside the Legislative Yuan and hope to pass the bills. The news agency said supporters of Taiwan’s ruling party were protesting pro-China opposition politicians attempting to rein in new President Lai Ching-te’s administration. If the bills are enacted, it will make it harder for Lai to govern Taiwan, which is at the heart of U.S.-China tensions.

In fact, as early as the beginning of February this year, just after the KMT’s Han Kuo-yu was elected legislative speaker and Fu Kun-chi KMT caucus whip, exiled dissident Chinese writer Yuan Hongbing revealed that China planned to use the Legislative Yuan to sow discord and infiltrate Taiwan.

Xi Jinping ordered them to seize the opportunity of the appointment of Han Kuo-yu and Fu Kun-chi in Taiwan’s Legislative Yuan to effectively launch a strategic united front offensive against Taiwan. The Taiwan Affairs Office of the State Council on Jan. 27 submitted to Xi Jinping and Wang Huning a document about United Front tactical points for occupying a commanding position in Taiwan’s Legislative Yuan.

Yuan revealed that the main points of the document were that China wanted Han and Fu to target Taiwan’s domestic production of submarines in the name of investigating fraud and opposing corruption, and destroy Taiwan’s autonomy in national defense, and even create chaos in the legislature.

Through designated individuals, they will urge Han Kuo-yu and Fu Kun-chi and the KMT legislative caucus to propose investigative powers for the Legislative Yuan in the name of legislative reform, along with rights to interrogate the president, and anti-Taiwan independence laws. Even though these laws will be difficult to pass for a while, they will be enough to create chaos in Taiwan’s legislative authority and even a shutdown, which will effectively reduce the efficiency of governance for the DPP administration. That is, it will reduce the effectiveness of President Lai Ching-te’s ability to govern.

Last month Fu Kun-chi brought several lawmakers to China, so will this sensitive information, perhaps the formula of an important corporate patent, be brought to China this way? DPP lawmakers are slamming the KMT and TPP for attempting to push the bills through in the name of legislative reform. Critics say the bills infringe on human rights, and may even completely reduce Taiwan’s legislature into an intelligence collection agency for China.

"國會擴權"指令來自習近平? 流亡作家袁紅兵二月就示警中國陰謀

國會擴權法案讓台灣再度成為國際焦點,外媒報導,民眾抗議親中派企圖削弱總統權力,甚至有消息指出,背後影武者就是習近平。中國流亡作家袁紅冰今年二月就已經披露,國台辦有一份統戰要點,重點之一就是敦促韓國瑜、傅崐萁,運用國會改革的名義提出法案,造成立法權混亂停擺,降低民進黨行政當局的執政效率。

台灣的立院衝突引發國際關注,彭博社報導,台灣立法者無視抗議,仍希望通過法案,報導中指出,台灣執政黨的支持者抗議親中反對派企圖限制總統權力的舉動,若這項法案通過,將使賴清德難以治理身處中美角力中心點的台灣島。

其實早在今年2月初,韓國瑜剛當選立法院長、傅崐萁出任國民黨團總召,中國流亡作家袁紅冰就爆料,中國將從立法院撕開戰略缺口,全面搞亂台灣、滲透台灣。

“習近平要求他們要緊緊抓住,韓國瑜和傅崐萁在台灣立法院,這種任命的時機,有效地展開一次,對台灣統戰戰略性的攻勢。(國台辦)在1月27日就向習近平和王滬寧,提交了一份文件,題目叫做佔領台灣立法院制高點的統戰戰略要點。”

袁紅冰透露這份要點包括,中國要韓國瑜、傅崐萁用查弊反貪的名義,追查台灣潛艦國造,破壞國防自主。甚至製造國會亂象。

“就要通過特定人士,敦促韓國瑜傅崐萁和國民黨立法院的黨團,運用議會改革的名義,提出立法院的調查權、總統的質詢權、反台獨法等法案,即使這些法一時難以通過,也足以造成臺灣立法權的混亂甚至停擺,進而有效地降低民進黨行政當局的執政效率,也就是降低賴清德總統的執政效率。”

“上個月傅崐萁才帶著多少的立委到中國,所以這些機敏的資料,可能一個企業重要專利的配方,會不會用這個方式被帶到中國去?或者是最後反而是出現在習近平桌上?剛剛說到特洛伊木馬,他最好破壞你的方式,我們不得不猜測,這是不是就是中共編寫的劇本。”

綠委痛批荒謬,藍白打著國會改革硬闖的法案,不只侵害人權,恐怕讓台灣國會徹底淪為中國的情報蒐集機關。
