Taiwan investigates Chinese man who breached Tamsui River

The National Security Bureau is investigating a Chinese man who entered the Tamsui River by speedboat last Sunday. Intelligence officials are determining if the man, who claims to be a retired PLA naval officer, was sent by Chinese authorities. Over the past three years, Taiwan has detected two other such incursions. According to NSB Director-General Tsai Ming-yen, these incidents may be part of a Chinese gray-zone operation.

Last Sunday, a Chinese national drove a speedboat into a harbor near the mouth of the Tamsui River. The Coast Guard and other national security units faced heavy criticism for failing to stop the boat earlier. On Wednesday, Premier Cho Jung-tai apologized for the incident and pledged a thorough review.

This was an unexpected situation, but it’s a life lesson. I will ask the defense ministry and the Ocean Affairs Council to launch a rigorous review immediately. We sincerely apologize for any worry or unease this incident has caused among the public.

Over the past three years, there have been two other incidents in which Chinese nationals forced their way to Taiwan proper by speedboat or fishing boat. That’s not to mention the incursions into Kinmen County. In this latest incident, the Chinese national is a self-proclaimed PLA officer who had served as a boat captain.

This case is quite special. This most recent case in Tamsui marks the first time the perpetrator admitted a military background. Much of the information we have about him aligns with his statements. So we can’t help but wonder if there is organized and systemic planning behind all of this – behind the use of watercraft to approach our outlying islands and the waters and ports of Taiwan proper.

According to Tsai Ming-yen, head of the National Security Bureau, the recent incursions may be part of a gray-zone operation by Beijing.

Although China’s gray-zone harassment has put us under considerable pressure, it’s also providing us with many opportunities for international collaboration. To counter China’s recent gray-zone tactics, we are sharing intelligence with the global community and formulating joint responses.

Given the Chinese national’s claim to a military background, the National Security Bureau has launched an investigation to determine if China sent him. In the wake of the incursion, Taiwan is also reevaluating its coastal defense and warning systems.

中國籍偷渡客9日駕快艇闖入淡水河,還自述有解放軍背景,國安局將進行全面情蒐,調查背後是否有中國操作,但局長蔡明彥懷疑,近年多起案件都有類似樣態,懷疑是有組織的規劃,透過水上載具靠近我國水域。行政院長卓榮泰也直言是「活生生的教訓」,對國人造成擔心不安感到抱歉。

“他是一個突發的狀況,但是是一個活生生的教訓,我會要求國防部、海委會用這個教訓,對未來即刻展開更嚴密的一個檢討。我們對這件事情造成國人心中,如果真的擔心不安,我們真的感到抱歉。”

中國籍偷渡客駕快艇或漁船硬闖台灣,包含此次,近三年已有三例,甚至還不包含金門。特別的是,這名偷渡客,還自述有「解放軍」背景,甚至當過艦艇艇長。

“這個是比較特別,最近淡水這個案例是,大概歷來第一次,他自己承認他具有軍方的背景。他們的一些相關的資訊,很多都跟他們的陳述的內容有吻合性,所以我們就不禁要懷疑,這是不是背後有一個比較有組織的,有系統的規劃。透過水上載具來到我們外離島,或本島的這個周邊的水域或碼頭,來靠近我們的國境。”

國安局長蔡明彥,歸類近年相關案件樣態,尤其近來對岸動作頻頻,不排除中國,正進行灰色地帶襲擾。

“雖然我們承受不少來自中共灰帶襲擾的壓力,但是這也提供我們跟國際很多的合作機會。針對中共灰帶作業的一個趨勢,來跟國際我們來交換相關的情資,一起來因應。”

由於偷渡客有共軍背景,國安局將針對背後是否有中共操作,進行深入調查,
偷渡客衝破淡水河防線,也讓相關預警、防衛機制再受檢驗。
