Taiwan Railway updates refund policy, effective June 23

Taiwan Railway recently updated their terms and conditions. In the future, if trains are delayed by more than 10 minutes, then passengers can apply for a refund within a year of the journey, as long as they do not take the delayed train. How does the public respond to this new policy? Let’s find out.

I don’t think it really makes a difference, because you only have the option of traveling with Taiwan Railway in Zhongli, unlike in Taipei where you can transit with the metro. If it’s delayed by 30 minutes, then I’ll have to wait 30 minutes too.

Ten minutes is too short to go for other options. It’s best that they try not to be delayed, that way our plans won’t get delayed.

On the technical aspect, there’s maintenance and repair. You must make sure that faulty trains are not deployed. That’s very important. Also you must pay more consideration to scheduling and dispatching trains.

Meanwhile, the union is urging the train company to clearly communicate how employees should handle the cancellations and refunds, so as not to cause confusion among employees.

6/23新制上路! 台鐵"誤點10分鐘" 不搭車可退票

台鐵近日公告最新「旅客運送契約」,未來若列車故障或發生不可歸咎於旅客情況,導致列車誤點十分鐘,乘客如果不願等待而不搭車,可於一年內退票,且不收手續費,但消息一出,乘客不買單,工會則表示,解決列車誤點問題,才是根本之道。

“其實應該沒什麼用,因為中壢那邊也只有台鐵一個選項,不像台北這邊有捷運可以轉乘。如果它延誤30分鐘,我也只能在那邊繼續等30分鐘。”

“10分鐘也來不及說,馬上去轉其他的交通工具。盡量不要誤點啦,這樣才不會耽誤到後面的行程。”

“技術層面包括你維修車輛,你要確保故障車不上線,這是一個相當重要環節,再來就是你的排點跟調度,這個東西必須更加細密一點。”

工會也呼籲,台鐵應明確向員工說明,退票辦理方式,以免新制上路後,造成旅客及員工困擾。
