
Donations and supplies are pouring in from all over Taiwan to Hualien’s Guangfu township, which was devastated by a deadly flash flood last week. Thanks to the public’s generosity and the volunteers’ efficiency, the supplies are being distributed to those in need. Locals say this should’ve been the county government’s job, and complain that officials have always lagged several steps behind, while eagerly trying to take credit at the same time.
Volunteers are moving boxes upon boxes of supplies to the storage site. There’s all the essentials: dry foods, beverages, bedding, diapers, menstrual products, cleaning supplies and more.
Thanks to volunteers, Guangfu Township is able to process and distribute the supplies from the basketball court of the local elementary school, which is filled to the brim with donations.

This place is more like an information site. There are also medical stations. I was about to help dig up mud, but because I could stay longer I ended up helping out here.

We have a coordinated fleet of 4WDs that can help volunteers transport and distribute supplies, which we conduct with designated teams.
There’s also a food cart operator from Kaohsiung who’s prepared 200 portions of fried rice to give out. A local resident believes these grassroots forces by far outperform the Hualien County Government.

They say unabashedly that we were only able to receive these supplies because of their outreach efforts. They’re just taking all the credit and taking advantage of us, taking the credit for everything people are doing. The county commissioner does come, but she only takes a stroll around and take a quick look. She comes empty-handed and leaves without an impact.
The local resident slams the county government for failing to coordinate and execute the swift distribution of supplies, and says that volunteers have too much on their plate already.

We understand that the group at Guangfu Elementary School has set up a station autonomously, so we are doing all we can to help all the volunteers here. Today my colleagues at the county government are already present on site.
Locals believe the county government’s efforts and results pale in comparison to that of the grassroots.

馬太鞍溪堰塞湖溢流重創花蓮光復,鄰近光復國小的馬太鞍部落成為重災區,儘管近日湧入各界愛心物資,但不滿花蓮縣府,理應統籌分配物資,卻遲遲沒有作為,只收割當政績。
多名志工將一箱箱物資,搬運到存放點,從乾糧飲料、棉被床包,再到尿布、女性生理用品,各式清潔物品,應有盡有。
花蓮光復鄉的馬太鞍部落成為重災區,短短一周,各界愛心物資,已堆滿光復國小的風雨球籃球場,全憑志工超人們的自發性協助。

“這邊算是比較服務台的部分,當然還有其他的醫護站啊。我原本要去鏟土,原本要來報到,但他說我可以待比較久,我就留下來這邊支援這樣。”

“我們有建構規律的車隊,是由守秩序的這些四驅車,適合載貨也完全配合的這些志工車隊們出去分送(物資),分送我們會以一隊一隊的方式,去做任務規劃。”
還有遠從高雄上來的行動餐車業,特別準備兩百份炒飯,要讓災民飽餐一頓,但災民不滿花蓮縣府毫無作為。

“他(花蓮縣府)就直接講說,你們可以拿到這些物資,都是我努力告訴他們的。就是很多撿便宜、收割,他就是一直不斷地在我們的,很多的作為裡面做收割的動作。她(徐榛蔚)就是每次都會來,走一走,看一下,然後乾乾淨淨的來,乾乾淨淨的走。”
痛批徐榛蔚勘災後,縣府團隊急忙收割、搶當政績,沒有完善統籌、發放物資,現有人力完全不夠整理。

“經了解這個光復國小是屬於自主性成立的收容,所以在現場的物資及收容人員,我們都予以協助,今天已經我們縣府人員已經到現場。”
受災戶認為縣府完全無視災民心聲,一切事務只能仰賴志工協助。
