Warning lifted for Swallow Grotto barrier lake

The Swallow Grotto barrier lake in Hualien overflowed on Wednesday noon during drainage works, causing large volumes of water to rush downstream. Fortunately, it did not cause any harm to the workers on site or local residents. In the end, the lake’s water level was lowered by 18m and the warning over it was lifted in the afternoon.
These turbid waters are from the Swallow Grotto barrier lake. Around noon on Wednesday, construction workers evacuated from the site halfway through the drainage work.

The dam might break, so all personnel and equipment must evacuate.
Rocks keep falling and the rushing waters threaten people’s safety downstream. A warning was issued to evacuate power plant workers in the east, clear the banks and evacuate residents in low-lying areas.
In the end, all personnel and equipment were unharmed. The water level at Jinwen Bridge only went up by 2m, and therefore did not pose any risk.

The dam collapsed at 11:30. By 12:10, the water level had lowered by 18m, all within 40 minutes. For the time being we’re continuing to monitor it. The workers on site are all safe.
The dam collapsed and with that, most of the lake’s water rushed downstream via the Liwu River, but without causing any harm. The Forestry and Nature Conservation Agency lifted the warning on the barrier lake at 4:20 in the afternoon.

燕子口堰塞湖，週三中午發生溢流，林保署立刻發撤離警報，大型機具也趕緊閃避，幸好最大洪峰時，水位只上升2公尺，並未構成威脅，下游一切平安，反倒是堰塞湖水位40分鐘內下降18公尺，壩體幾乎完全潰決，但目前還在嚴密監控。
水流湍急，這裡是燕子口堰塞湖，29號中午引流工程進行到一半，工程人員趕緊走避。

“可能會造成潰壩，所以人員、機具要全部撤離。”
土石也不斷崩落，水流夾帶泥沙，威脅到下游安全，中央趕緊發布通報，通知東部電廠人員撤離，下游河道也得淨空，低窪處居民通通疏散。
幸好下游人員設施均安，錦文橋墩水位也只上升2公尺，沒構成威脅。

“現在目前沒有，因為我們的河堤是比較高一點。每天在加強宣導，這個河床，還有河床兩邊不要有村民下去。”

“(堰塞湖)11點半潰決，到12點10分，40分鐘之內下降約18公尺。目前我們持續觀察監測當中，現場的施工人員都安全無虞。”
由於壩體幾乎完全沖毀，堰塞湖絕大多數水體已傾瀉到立霧溪下游，也未造成災情，林保署宣布，立霧溪燕子口堰塞湖在下午4:20警戒正式解除。
