
ITRI on Wednesday announced an initiative that aims to promote industrial upgrading in Southern Taiwan, by joining forces with local universities and research industries. It also hopes to see the plan bear fruit within five years, and in the longer term, attract and retain talent for the betterment of the region.
ITRI has chosen Shalun Green Energy Technology Demonstration Site in Tainan for the conference on R&D alliance in Southern Taiwan. Supported by the National Science and Technology Council, the Ministry of Economic Affairs and the Ministry of Education, ITRI is kick-starting this program that aims to bring universities closer to the research institute.

In the past, this would be like a relay race with three laps, in which the baton is passed on one by one. But what we aim to do is to make this process more integrated. We’re borrowing the research momentum of universities, such as by transferring or jointly appointing professors to serve at ITRI.
The President of ITRI aims to create an ecosystem of research institutes, universities and industry, so that the R&D process—from initial inquiry to industrial applications—can be fully integrated. That way, organizations involved in any stage of the process can find a place within the ecosystem, which also provides a platform for collaboration, and thereby promoting industrial development in Southern Taiwan.

Universities usually conduct fundamental research for the early stages, which is also more rigorous in theory. However, the work we do at ITRI tends to have more direct applications in industries. If university professors are well-trained in both sectors, I believe they will gain the best of both worlds and better contribute to their personal ambitions, universities or even industries.
The Minister of Science and Technology, Wu Cheng-wen was also at the conference. He emphasized the importance of providing the talent pool with a comprehensive nurturing environment. He says that this is also important for the ministry’s own policy objectives.

We hope to expand and disseminate ITRI’s value to the south, so that we can nurture the south.
ITRI’s inaugural southern R&D alliance is a five-year industrial upgrading plan for Southern Taiwan. In the first year, joint appointments will be made with local universities, and an internship program will be launched for local university students. In the third year, ITRI expects to see preliminary R&D results, which will then be applied and serve as an impetus for local industries.

工研院選在台南沙崙綠能科技示範場域,舉辦「大南方學研整合共育論壇」,在包括國科會、經濟部和教育部的支持下,啟動創新的學研整合共育機制。

強調工研院不只是做研發,更要成為一個整合的平台,希望透過打造一套,由前期研究、到技術發展、再到產業應用,都能串接的合作架構,讓研發法人和學校、產業,都能在研發鏈上,找到最適合的位置,形成一張真正系統化的研發合作網,推動南部的研發資源,朝向整合而且具有連續性的模式發展。

“大學主要是做前端的基礎研究,那學理基礎會比較扎實,但是工研院做的研究,基本上是跟工業界的對接會比較好。如果大學教授兼有兩方面的訓練,我想這個對教師個人或是對大學,或對工業界其實我想是相輔相成。”
國科會主委吳誠文也到場參加,強調組合從人才到產業的完整共育鏈,是成為支撐國家科技布局的,重要技術樞紐。

大南方學研整合共育計畫,第一年由工研院和南部大專院校,共同建置跨校合作架構,啟動第一批合聘和學生實習計畫。第三年將形成穩定的機制,促成科研成果加速落地。目標在五年內,提升南部人才流動與研發產出,帶動地方的產業升級。
