Another summit rises among the Silicon Mountains for national defense. On Tuesday, the Industrial Technology Research Institute broke ground on a NT$3.77 billion 12-inch advanced chip R&D base at its headquarters in Hsinchu. The project is scheduled for completion by the end of 2027. The ceremony was attended by Premier Cho Jun-tai, who emphasized the importance of the president’s second energy transition policy plan for Taiwan’s advanced industries.

At the Industrial Technology Research Institute’s headquarters in Hsinchu, Premier Cho Jung-tai prays for blessing at the groundbreaking ceremony for Taiwan’s first 12-inch semiconductor R&D base.

Cho Jung-tai
Premier
In order to implement President Lai’s second energy transition, we must continue to develop diverse sources of green energy, smart energy saving systems and smart energy storage systems. We must also strengthen grid resilience, and fully embrace advanced, new-generation nuclear energy technologies from the world over.

The project is scheduled for completion next year, and begins operations in 2028. It will carry out three missions, including innovation trial production and verification for integrated circuit design and development of advanced semiconductor manufacturing processes. TSMC has supported the project by donating three 2-inch advanced-process semiconductor development tools and providing assistance and guidance on plant construction.

Chang Shih-chieh
ITRI electronics and optoelectronics labs director
Many SMEs, especially process solutions providers and equipment installers have collaborated with us for our 8-inch plant. There are only three sets of tools now, but as I said, once the installations are complete, the companies said we can always reach out if we’re underequipped by then.

By proactively deploying cutting-edge technologies such as AI chips, silicon photonics, and quantum mechanics, and creating an innovative semiconductor R&D ecosystem, Taiwan aims to strengthen its key position in the global semiconductor industry.

Nicky Lu
Etron Technology
This is very important, that’s why the government is funding ITRI, that way ITRI’s fair and disciplined team can make very necessary developments.

Thanks to the Taiwan Chip-based Industrial Innovation Program, test production lines for advanced packaging of 3D Integrated Circuits are already in place. The policy aims to make Taiwan an international powerhouse in silicon photonics and quantum technology.
