Sparks rain over Tainan street from illegal billboard installation

Travelers arriving by train in Tainan were treated to an unexpected fireworks show just down the street, thanks to an illegal billboard installation. Red sparks came flying out from the rooftop of a building near the station, sending scooters and cars down below swerving out of the way. Some are jokingly referring to the incident as the “Tainan Fireworks Festival,” but authorities don’t find the issue funny at all. Let’s hear more.

A rooftop billboard installation was conducted without proper approval on a building on Section 2 of Beimen Road in the East District. The bureau will order those responsible to make corrections within a set deadline and complete the application process.

Welding sparks can easily cause fires, so it should be done isolated from buildings or other flammable items. In addition, high-altitude work must include fall-prevention measures. Noncompliance with rules can result in a penalty of up to NT$300,000.

The Public Works Bureau said it will require the responsible parties to file official applications and strengthen safety procedures to prevent another dangerous “Tainan Fireworks Show” from happening again.

台南火車站附近一棟建築，五樓處正在進行廣告看板施工，被路過民眾拍下，工作人員焊接時火花四射，不斷往樓下噴，嚇得機車跟汽車都紛紛閃避，驚險畫面曝光，被戲稱為"台南煙火秀"，但工務局指出，這次施工沒有依法申請，必須進行改善。

我剛好住在對面。火花就像放煙火一樣。基本上我也不太知道，我只是好奇說，為什麼有火花，窗戶打開就看到，就是看到他們在作業。

“東區北門路二段，建築物屋頂的廣告物，未依法申請，工務局將請行為人限期改善或補辦手續。”

“焊接易引起火災的部分，應該要與建築物，或者是一些易引起火災的設施，採取隔離的一個措施。另外，高空作業必須要有防止墜落的設施，如果沒有呢，最高處以30萬罰則。”

工務局將請相關單位，進行正式申請，也要提高維安作業，要避免這驚險的"台南煙火秀"，再次上演。

It’s not unusual to see people biking around Taiwan, but this group of cyclists are far from ordinary. A group of over 50 cancer survivors and their families from across the country embarked recently from Mackay Memorial Hospital in Taipei for a ride around the island, covering 1,100km in 10 days. They hope to prove through their fitness that cancer cannot cow them. If you face challenges with courage, you can still ride toward a bright future.

I was diagnosed in 2014. I figured after eight years, I must be fully recovered. I want to challenge myself. It’s one way to prove that I’ve regained control over my health.

70-year-old Wu Hsing-chuan similarly did not bow to cancer. In 2009, he was diagnosed with third-stage colorectal cancer. After enduring surgery and 12 rounds of chemotherapy, as well as the devastating loss of his wife to the disease, he chose to face it all with determination.

Using our lives to influence life—that’s what best describes our group. In the hospital, we rely on doctors. After getting out, we depend on exercise to boost our immunity. That’s how I’ve lived on happily for 16 years.

Even now, when my patient is undergoing chemotherapy, I always encourage them to engage in appropriate exercise.

This year’s bike tour brought together participants from 40 to 84 years old. They set off from Taipei for a 10-day trip around the island—1,100km in total.

Today we’re sending these survivors off on a trip around the island. At each health department we pass through, we’ll share our experiences fighting cancer. The first ride only had 13 participants. But last year and this year, we’re up to 60 or 70 survivors and volunteers.

The annual ride gets bigger every time, this year welcoming 50 survivors as they bravely face hardship together.

Self-made businessperson pays back dorm fee 50 years overdue, and more

National Cheng Kung University in Tainan recently received a donation of NT$500,000 from an alumnus who graduated 50 years ago. The donor is Hsieh Ming-jiing, who said he’s only returning the NT$450 dorm fee he could not afford back then, as a student from an underprivileged family at the time. Taking into account inflation over the years and that the amount owed was 50 years overdue, he believed NT$500,000 was a fair amount to return.

This piece of cardboard dates back 50 years, authorizing residency at the student dorms of National Cheng Kung University. It belongs to an alumnus, Hsieh Ming-jiing. But why has he kept it for so long?

When I was sorting out my documents I found this thing from 50 years ago. I had not paid for the forms, but the university never sent me any payment reminders. So I owed money for 50 years, and thought to myself, “It’s really time to repay the university properly.”

While in his third year as an undergrad, Hsieh lived in the dorms for a semester so that he could meet up with classmates and study together more conveniently. Lodging cost NT$450 then, but Hsieh could not afford it at the time. The university never followed up on the amount owed. After fifty years, Hsieh decided that taking into account inflation over the years, he ought to return NT$500,000.

A bowl of plain noodles cost NT$3 back then. At NT$60 now, that makes it 20 times more expensive. NT$450 times 20 equals NT$9,000. And NT$9,000 for 50 years, that’s NT$450,000. I threw in another NT$50,000 to round it up. That’s how I’m giving back to my most respected alma mater.

After graduating, Hsieh got his first job at a shoe factory. Later on he helped his brother found the luggage brand “Eminent,” which has since become a listed company. After retiring, he began doing bike tours around the world and raise money for charity, helping disaster victims and underprivileged schoolkids. Now, he’s paying it forward at his alma mater.

The money’s useless if I keep it to myself, so I’m helping current students that would benefit. I’m returning this sum just before the 50th year since I’ve graduated.

The self-made businessperson has come back to settle the sum he believed he should repay, making up for the debt and also paying it forward to younger students.
