Prosecutors seek three life sentences in Miaoli stabbing

A 48-year-old man who went on a stabbing spree in October has been indicted on three counts of attempted murder. The man, surnamed Chiu, stabbed two elementary school girls and an adult man who suffered serious injuries trying to stop the attack. Prosecutors are seeking life imprisonment. Let’s hear more.

The defendant, surnamed Chiu, has been indicted for attempted murder against a child, ordinary attempted murder of an adult and driving a vehicle under the influence of drugs in a manner that endangers public safety. In 2015, the defendant attacked multiple victims with a pair of scissors, which shows he has a tendency to random attacks with sharp weapons. The acts committed by the defendant, attempted murder of a child as an adult and ordinary attempted murder, warrant a sentence of life imprisonment, to serve as both punishment and deterrence.

All three victims in the October stabbing survived after receiving medical treatment. Chiu had served a prison sentence for a similar incident 10 years ago, in which he went on a rampage with a pair of scissors. After completing his sentence, it did not take long for him to carry out a repeat attack, which is why prosecutors are seeking a severe sentence.

砍殺女童! 苗栗男子隨機殺害3人檢求處無期徒刑

十月初，苗栗市一名48歲邱姓男子，持刀當街連續隨機砍人，刺傷兩名國小學童，過程中一名林姓男子挺身而出也受到重傷，苗栗地檢署偵結，認邱男犯3個殺人未遂罪嫌，對幾無反擊能力女童下手，具體求處無期徒刑。

“邱姓被告涉犯成年人故意對兒童犯殺人未遂罪、普通殺人未遂罪、施用毒品不能安全駕駛動力交通工具罪嫌，對其提起公訴。被告曾於104年間，持剪刀向多位被害人攻擊，可見邱姓被告有持利器隨機持刀，向被害人攻擊之凶殘習性。邱姓被告所為，成年人故意對兒童犯殺人未遂罪，及普通殺人未遂罪，均具體求處無期徒刑，以示儆懲。”

被邱姓男子刺傷的兩名女童以及見義勇為的林姓男子，所幸三人救治後，都逃過死劫。而邱姓犯嫌，10年前就曾持剪刀，向多名被害人揮刺，犯下殺人未遂等案，被法院判處重刑執行完畢，竟又再度犯案，因此檢察官具體求處重刑。

Village north of Matai’an Creek flooded 1-story high

The outer bands of Tropical Storm Fung-wong brought a tremendous rainfall to Hualien. Like with the last typhoon, the Matai’an Creek overflowed again and flooded a nearby village. This time, it’s a village in Wanrong Township, north of the creek. Even a car was washed away and turned on its side in the current. Fortunately, no one was inside.

- The current is really strong, flooding over entire homes.

Heavy rains keeps pelting down, causing rivers to overflow and flooding the entire village. Roads and local homes are all underwater now. This is Mingli Village in Wanrong Township in Hualien, near the previously flooded Guangfu Township. The village sits on the north of Matai’an Creek.

- It’s all gone.
- Your home.
- How terrible. So much is lost.

Locals homes are no more. A truck was also seen toppled by the floods, leaving its owner without their means to make a living. The muddy deluge flooded into the village, due to heavy rain brought in by the outer bands of Tropical Storm Fung-wong.

- The water entered from there. Even the excavator got trapped.

An excavator deployed to clear the mud on the roads ended up getting stuck itself. Surrounded by the strong currents, it had no way out.

A sedan is toppled, with half of its body hanging in mid-air. Another excavator moves toward it to save anyone that might be trapped inside. Fortunately it was empty.

Elsewhere, another car is being washed away. A luxury car was reportedly also carried straight into a canal.

Meanwhile, a police car also got stuck in the mud while patrolling. It could only be pulled up with ropes.

The floodwater also rushed towards the rice fields along the canal, and even reached some of the farm houses. A farmer living alone came out to inspect the site and said they couldn’t believe what they were seeing.

With memories of the Guangfu floods still fresh, the Matai’an Creek overflowed once again. Even though the affected townships were evacuated in advance, damages this time were not insignificant, either.

Taipei night markets use new signs to restrict vehicles

Taiwan’s world-renowned night markets are frequented by locals and tourists alike, but pedestrians often compete with vehicles on their crowded streets. Hoping to tackle this issue, the Taipei City Government has rolled out new traffic signs that have already been set up at26 night markets. The signs are painted white so people can see them clearly, diverting traffic from the night market so visitors can peruse stalls with peace of mind.

As soon as the night market opens, white traffic signs are moved to its entrance, restricting vehicles from entering. These new signs are much more visible than the old red and gray ones that would blend into the background. They clearly mark the night market as a pedestrian-only area, restricting vehicles and allowing visitors to stroll at their leisure.

I saw this sign as soon as I got out of the subway. It’s very clear in bright white. I didn’t really notice the signs when visiting the night market before, and there were bound to be some scooters. But it seems that there aren’t as many after these signs were set up.

If the traffic signs are set up, it feels more like an area where people can walk. It also reminds others not to ride scooters inside the night market.

Raohe Night Market now puts these signs at its front and rear entrances when it’s open, reminding vehicles that it’s a pedestrian-only area during that time. It even puts traffic signs at the intersection connecting to the Rainbow Bridge so that people can enjoy both attractions with peace of mind.

By setting up uniform barricades, we hope that people can clearly understand they have entered a safe, pedestrian-only space. Through this approach we hope to provide a better pedestrian environment for night market visitors.

A total of 26 night markets have begun using these new traffic signs provided by the Taipei City Government, including the Raohe, Huaxi Street, and Shilin night markets. Highly visible in white and blue, they allow people to stroll among the stalls without having to compete with vehicles for space.

Circuit board repairing company gives second life to obsolete devices

What happens to all the discarded electronic devices that we rely on every day? A New Taipei company that specializes in circuit board repairs sniffed a huge business opportunity in these unwanted devices. Instead of ending up in the landfills and causing water and soil pollution, the company refurbishes obsolete devices to lease or sell to other users. And it doesn’t end there—they also collect their refurbished products to be upcycled again and again.

Tin pellets are placed on the computer chip’s solder points, and then secured onto a discarded motherboard. And now, it regains function.

- We’re taking a new IC and re-soldering it onto the motherboard.

This New Taipei-based company with an international presence specializes in circuit board repairs. Later on, the company decided to implement a circular business model for discarded computers. In the beginning, these formerly obsolete devices were only offered on lease. Now they’re also on sale or donated. Once these refurbished devices reach their end, the company can still disassemble them for a new life.

A computer produces around 200kg to 300kg of carbon emissions. Rentals can considerably minimize the amount of carbon emissions in its product lifecycle to only 20% of a new device on the whole.

The company has invested millions in machinery to implement their refurbishing program. Another hurdle was to overcome consumer mistrust toward secondhand devices. Therefore, each refurbished device comes with this scannable sticker in the shape of a lemon as certification, showing customers the product’s repair history.

Tsai urges democracies to unite and highlights Taiwan resilience in Germany

Former President Tsai Ing-wen is in Germany this week, marking her third visit to Europe since leaving office. Speaking at the Berlin Freedom Conference, Tsai emphasized Taiwan’s resilience in the face of growing pressure and intimidation from China. She highlighted Taiwan’s efforts to safeguard democracy, strengthen defense readiness, and counter information warfare. Before the event she also met with German politician Reinhard Bütikofer, who noted Europe’s shifting perception of China as a growing security concern.

Now, we are experiencing much-intensified threats and intimidation almost on a daily basis. Our neighbor thought that by routinizing influence operations, gray-zone activities and military exercises, Taiwanese would be debilitated by fear or become complacent. Contrary to that, the people of Taiwan utilized these challenges as the basis to build their resilience.

She underscored Taiwan’s resilience, its commitment to safeguarding free elections and its resistance to information manipulation. She also called for deeper cooperation among democracies, by establishing systems for communication and sharing information. She added that Taiwan has learned much from Europe.

Taiwan has also fortified its digital infrastructure to withstand cyber threats, and has coordinated with civil society to counter information manipulation. As technology continues to advance, we have been working hard to enhance our technological capabilities in confronting foreign information manipulation and interference, as well as cognitive warfare.

Tsai set off for Germany on Nov. 8. Besides the Berlin Freedom Conference, she also met with Reinhard Bütikofer, Co-Chair of the Germany-Taiwan Civil Forum and former chair of the European Parliament’s Taiwan Friendship Group.

Taiwan, Japan rock formations celebrate eight-year sistership

At first mention of famous rock formations, most Taiwanese think of the Queen’s Head formation at Yehliu. But the northernmost prefecture on the main island of Japan, Aomori, has formations that are just as distinctive. The Buddha’s Cove Geopark on the west coast of the Shimokita Peninsula bears formations reminiscent of Buddhist statues. In 2017, it became sister parks with Yehliu, which recently sent a group to Japan for an exchange. They met with Aomori Governor Soichiro Miyashita, who said he hopes to visit Yehliu on his next trip to Taiwan.

Rows upon rows of massive columns stand in formation, some dubbed the “Buddha’s head” while others are called “paradise shore,” lending the site a sacred aura.

A volcanic eruption 4.5 million years ago kick-started the creation of this landscape, composed of volcanic ash and pumice that solidified into tuff. Tiny white pebbles are still visible to the naked eye. Like Yehliu, it’s become a popular tourist destination. The governor even revealed he has plans to visit on his next trip to Taiwan.
