Educators criticize government proposal to put childcare centers under surveillance

Child care workers and early childhood education professionals are voicing opposition to a new childcare law put forward by the Ministry of Health and Welfare. The legislation, if passed, would require childcare centers to install cameras and upload all surveillance footage to a cloud platform. The images would then stay online for 30 days. Critics say the change would subject children to excessive digital surveillance and infringe on teachers’ rights. Let’s hear more.

Requiring cameras would inevitably result in video footage of children’s private parts. That’s really terrifying. Minders have to undress kids dozens of times every day, so the kids would be completely naked in the images. So we can’t accept such a requirement as it violates children’s right to privacy.

衛福部提出的托育專法正在立法院審議中,其中要求托嬰中心將監視影像統一上傳到地方政府指定雲端,並保存30天,遭到不少幼托工作者強烈反對,擔心不只讓孩子淪落數位監控,還會侵犯老師們的權益。

監管雲將由第三方廠商負責系統管理,可遠端調閱托育現場影像,目的是讓影像還原真相,保護幼兒安全,但隱私與資安風險,令人擔憂,如何在不侵犯人權下,保障孩子及老師們的隱私安全,制度設計上恐怕還得再討論。
