
Taipei City residents are calling on the city government to enact stricter rules around nightclubs. The area of the EXPO Farmers’ market in Yuanshan is a famous clubbing spot, which attracts large crowds of partygoers at weekends and holidays. It’s a big part of Taipei youth culture, and a boost for the economy. But local residents say the noise pollution is ruining their sleep. Many local government officials and representatives are taking up the issue. The city promises that rules will be reviewed in December when the contracts are renegotiated. However,it remains to be seen how the clubs can come into symbiosis with their neighbors.
The middle of the night. A night club plays music onto the street. Crowds of partygoers drink, dance and sing along, in a scene reminiscent of a huge outdoor nightclub.
This is EXPO Farmers’ Market, in Taipei’s Yuanshan. Every weekend night it becomes a hot spot for young partygoers. But local residents say that the high decibels make it impossible to sleep at all on weekends.

Every weekend, especially on Fridays and Saturdays, or any public holiday, there are huge crowds. They drink and then congregate in the nearby convenience stores, and then stand there chatting the whole night. There’s no point in reporting them to the police. After you chase one lot away, the next lot rocks up.

The 24-hour convenience stores are where the drinkers go when the clubs close. After people have been drinking, they can’t control themselves. What we’re asking the government is to pass an amendment to the law, if possible.
The EXPO Farmer’s Market creates a lot of business. But local residents have been growing more and more fed up with it. They’ve petitioned the city council to enact stricter regulations.

I looked up the records of the 1999 hotline over the last two years. There were almost 200 petitions. So we all think that this really needs to be looked at properly. Because, honestly, it’s fine to have a restaurant area at an expo park, but we should be taking more seriously the noise pollution regulations here, as well as the cleanliness of the environment.

Their contract needs to be renegotiated on Dec. 6. In the process, we will take into account all kinds of measures, including the types of businesses, the hours of operation, operational regulations, as well as cleanliness of the surrounding area and maintenance of public order.
Taipei City Department of Economic Development says that it will renew contracts with the businesses concerned in December. At that time, it will review the regulations around the Expo Park in Yuanshan. It hopes these businesses can find a way to live in harmony with local residents.

圓山花博公園內的市集內,餐廳、酒吧林立,每到週末夜晚,大批人潮把酒言歡、跳舞,議員接獲附近居民陳情,直言吵到不能睡覺,去檢舉反而被酒客嗆,對此,北市府示,年底會跟廠商重新議約,重新檢視營業內容。
深夜凌晨時段,店家在戶外播放音樂,大批民眾跟著跳舞擺動、把酒言歡,宛如大型夜店現場。
位於北市的圓山花博市集,每到週末假日晚上成為時下年輕人的放鬆聖地,但附近居民抱怨,週末晚上高分貝的噪音轟炸,根本無法入眠。

“每個週末,尤其禮拜五、禮拜六,或是只要有放假的晚上,都會有很多人潮,喝完酒之後就會聚集在附近的便利商店,然後徹夜在那邊聊天,而且這個後來就算報警也沒有用,因為趕走了一批,又一批(來)。”

“24小時的便利商店,就是酒客打烊以後他來的地方,喝酒的人他管控不了自己。跟政府請求,可以的話就是修法。”
雖然圓山花博市集帶來龐大商機,但當地里民逐漸不堪其擾,向議員陳情,希望北市府能夠嚴加規範。

“我去調了1999(專線)這兩年來的紀錄,將近200多件(陳情),所以我們都覺得說,這個應該要真的要好好被重視,因為真的是,我認為一個花博公園,當然有美食區很好,但是這裡面的噪音規範,還有對於清潔環境也應該要重視。”

“它到12月6號它的合約要做重新的議約,在這個議約的過程中,我們會重新針對包括營業樣態,營業時間、營業範圍,還有它周邊的,不管是環境清潔、秩序維護等等的相關措施,把它放到我們議約的內容當中。”
產發局強調,年底將和廠商重新議約,重新檢視圓山花博市集的營業內容,盼望當地居民能夠互利共生,創造雙贏局面。
