
The 2025 Twin-City Forum between Taipei and Shanghai was originally scheduled to take place in China from Sept. 25 to 27. But the event has been unexpectedly postponed just two days before the Taipei delegation’s departure. Taipei Deputy Mayor Lin Yi-hua says part of the reason is that the contents have not yet been finalized for the bilateral MOU the two sides were due to sign. Let’s hear more.

We’ve conducted many administrative and technical reviews and coordination work in recent days. That’s why we felt that we needed more thorough preparations and decided not to proceed with the original scheduled September dates for the Twin-City Forum.

The National Immigration Agency was about to issue the relevant travel permits when the Taipei City Government decided to put their application on hold. All parties had achieved a consensus last Friday, and it seemed everything was going smoothly. We were quite surprised.
Some KMT councilors questioned whether the Mainland Affairs Council had deliberately stalled the document review process. In response, the Council said that the permits for the delegation were due to be issued on Monday, adding that it was the delegation itself that decided to postpone the event.

2025雙城論壇,原訂9月25到27號在中國上海舉行,但沒想到出發前兩天,今天(22)台北市政府才臨時宣布延期舉辦,台北市副市長林奕華解釋,MOU內容尚未完全確定,雙城論壇因牽涉部會很多,必須更周延準備。

“最近我們經過有關於在很多事務性跟技術性的審查,跟協調進度,經過這樣的評估之後呢,覺得還要經過更周延的準備,所以就決定不在我們第一個,所謂9月的時間點辦理(雙城論壇)。”

“今天(9/22)早上移民署本來已經要發證了,但是北市府他們決定先暫時撤回申請,上個禮拜五(9/19),大家都初步達成共識了,本來想說應該會順利,但是我們也很意外。”
有藍營議員質疑是陸委會審核程序故意卡關,對此,陸委會澄清,MOU內容,跨部會協商順利,原訂今天移民署就要發證,對於北市府單方面宣布延期一事,感到相當遺憾。
