
A red alert has been issued for the Matai’an Creek barrier lake in Hualien, which overflowed last time a typhoon hit, leaving Guangfu Township heavily flooded. On Monday morning, after the red alert was issued, the Hualien County Government immediately suspended classes and work locally, and began to evacuate residents at several townships, including Guangfu.
A public announcement urges residents to evacuate as it rains. Locals of Guangfu Township in Hualien are taken to a temporary shelter set up at a primary school. As Typhoon Fung-Wong approaches, a red alert has been placed on the Matai’an Creek barrier lake, and those in the affected area are asked to evacuate.

On Monday, almost 5,000 residents across Guangfu, Fenglin and Wanrong Townships were ordered to evacuate and relocate to temporary shelters.

I got the text message yesterday, and got notified to evacuate today. I still think the announcement for work and class suspensions this morning came a little too late.
Classes and work are only called off for the day in the morning even though the county government expected, on the day prior that a red alert would be issued for the barrier lake. What took them so long?

We could only announce work and class suspensions in the Guangfu region after receiving an official notice from the Forestry and Nature Conservation Agency that a red alert has been issued.
After the last disastrous typhoon, the county government seems not to be taking any chances. This time, on top of using the loudspeakers, police officers and village chiefs also knocked on every door to make sure everyone followed the order to evacuate. Even the county commissioner was already chairing the disaster response center at eight in the morning, making sure that all measures are implemented thoroughly.

鳳凰颱風逐漸靠近台灣,花蓮馬太鞍溪堰塞湖,今早提升為紅色警戒!縣府宣布光復鄉、鳳林鎮和萬榮鄉,三鄉鎮緊急撤離,同時光復鄉停班、停課!軍卡、遊覽車也進駐協助撤離,不僅有廣播告知疏散,里長、員警更挨家挨戶提醒。
撤離廣播響徹雲霄,天空下著雨,光復鄉居民坐著軍卡來到國小收容,因為鳳凰颱風步步進逼,再加上馬太鞍溪堰塞湖達紅色警戒,縣府開始進行撤離作業。

10號光復鄉、鳳林鎮、萬榮鄉,啟動強制疏散、撤離收容避難,三個鄉鎮一共近5千人。

“昨天就有收到簡訊,然後今天就有收到要撤離。(今早宣布停班課)還是會覺得有點太慢了。”
光復鄉週一早上緊急停班課,但前一天花蓮縣府就已經預告,堰塞湖將達紅色警戒,為何要到早上才發布停班課資訊?

“我們必須要依據林保署正式的通知,確保發布紅色警戒,才能針對光復地區進行停班停課。”
縣府記取上一回教訓,這回撤離不僅廣播放送,員警、村長也埃家挨戶提醒。甚至連上回颱風不在家的花蓮縣長徐榛蔚,也一早八點鐘,就出現在災害應變中心,召開整備會議,因為花蓮已經禁不起第二次的洪災摧殘。
